Welcomes the insertion of provisions in the Hungarian Constitution by the Fourth Amendment stating that "Hungary shall strive to provide every person with decent housing and access to public services" and that the "State and local governments shall also contribute to creating the conditions of decent housing by striving to provide accommodation to all homeless people"; expresses concern, however, at the fact that "in order to protect public order, public security, public health and cultural values, an Act of Parliament or a local ordinance may declare illegal staying in a public area as a permanent abode with respect to a specific part of such public area”, which could lead to homelessness being addressed through the criminal law; recalls that the Hungarian Constitutional Court had judged that similar measures contained in the Petty Offences Act were unconstitutional as contrary to human dignity;

Cette loi a été adoptée à la suite d’un arrêt de la Cour constitutionnelle allemande qui, après examen de la législation nationale applicable, avait estimé que le seul critère d’un précédent séjour de trois mois en Allemagne, sans autre précision temporelle, comme condition du maintien du droit de vote pour les ressortissants non-résidents n’était pas propre, en soi, à démontrer que les intéressés étaient au courant de la situation politique nationale et concernés par cette situation.
[20] Article 1, 21st Act amending the Federal Elections Act of 27 April 2013, Federal Law Gazette I p. 962. This law was adopted following a judgment of the German Constitutional Court which, assessing previously applicable national law, had ruled that the sole criterion of an earlier three-month stay at any time in Germany as a condition for non-resident citizens to maintain the right to vote was unsuitable, in itself, for demonstrating that the persons concerned are familiar with and affected by the national political situation.

WHEREAS the Royal Proclamation of 1763 recognizes that there were self-governing peoples living in the territory of Canada before Europeans arrived; AND WHEREAS history records that the Crown entered into legal relations with certain nations, tribes and bodies of Indians; AND WHEREAS these relations were premised not on conquest and unilateral control, but on principles established by treaties with the Crown, allowing for co-existence and the occupation of territory by the First Nations and by those who came after them, in the settlement that resulted in the establishment of the Dominion of Canada; AND WHEREAS Parliament subsequently passed certain laws in relation to Indians and lands reserved for the Indians; AND WHEREAS some of these laws have created a cumbersome, expensive and inefficient system of administration over Indians and their lands; AND WHEREAS by subsection 35(1) of the Constitution Act, 1982, the aboriginal and treaty rights of the aboriginal peoples of Canada are recognized and affirmed;
