A. whereas between 19 and 21 January 2015 nationwide protests erupted over a draft electoral law that would have allowed the presidential term to be extended, contrary to constitutional provisions, and would have required a potentially very lengthy census to be conducted before national elections were held;

Il y a lieu de prévoir des exceptions lorsque le tiers ne saurait bénéficier d'une protection parce qu'il connaissait la loi applicable ou aurait dû la connaître, ou encore si les exigences relatives à l'enregistrement ou à la publicité applicables dans l'État concerné ont été respectées .

Where reference is made in this Regulation to the law which would have been applicable to the succession of the person making a disposition of property upon death if he had died on the day on which the disposition was, as the case may be, made, modified or revoked, such reference should be understood as a reference to either the law of the State of the habitual residence of the person concerned on that day or, if he had made a choice of law under this Regulation, the law of the State of his nationality on that day.

The validity of a transaction entered into between a third party and another person who would be entitled to act as the child's legal representative under the law of the State where the transaction was concluded cannot be contested, and the third party cannot be held liable, on the sole ground that the other person was not entitled to act as the child's legal representative under the law designated by the provisions of this Chapter, unless the third party knew or should have known that the parental responsibility was governed by the latter law.
