TRADUCTIONS EN CONTEXTE

A. considérant que les attentats terroristes, la prolifération des armes et l'infiltration d'éléments djihadistes tant étrangers qu'égyptiens, relayés par la radicalisation d'une frange de la population locale du Sinaï, lancent un défi sécuritaire croissant pour l'Égypte, Israël et d'autres pays de la région; que la situation sécuritaire au Sinaï s'est rapidement détériorée depuis le renversement de l'ancien président Mohamed Morsi en juillet 2013 dans la mesure où plusieurs groupes extrémistes mettent à mal les conditions de sécurité et que plus de 250 attentats terroristes s'étant soldés par la mort plus de 100 personnes ont été enregistrés, la plupart dirigés contre la police et l'armée; que les attentats terroristes dans la zone du canal de Suez et contre les gazoducs constituent une vive source d'inquiétude;
A. whereas terrorist attacks, the proliferation of weapons, the infiltration of foreign and Egyptian jihadists and the radicalisation of a part of the local population in Sinai have created increasing security challenges for Egypt, Israel and other countries in the region; whereas the security situation in Sinai has rapidly deteriorated – with several extremist groups destabilising security conditions, and more than 250 terrorist attacks, mostly against Egyptian security forces and their installations, which killed more than 100 people, the majority of them police and military personnel – since the toppling of former president Mohamed Morsi in July 2013; whereas terrorist attacks in the Suez Canal zone and against gas pipelines are also a major source of concern;

4. Continues to be greatly preoccupied by the deteriorating security situation in Egypt, including the multiplication of terrorist attacks and other acts of violence, claimed by radical Islamist groups; is particularly concerned by the situation in the Sinai and the reports of growing radicalization, particularly among the youth; expresses its solidarity with the victims; supports all efforts of the Egyptian authorities to address the grave threat of Islamist extremism, in a manner which is consistent with human rights standards; expresses concern about the reports of heavy-handed measures against local populations, including the eviction of thousands of residents in Rafah; underlines that fighting terrorism by violence only increases violence on both sides and calls on the Egyptian authorities to root out the basis for extremism by the integration of all political forces into the political process; calls on the Egyptian authorities to address the longstanding grievances among the Sinai’s Bedouin population stemming from political alienation and economic deprivation; calls for an end of restrictions on independent voices in Sinai;

D. considérant qu'au cours de l'été 2014, des officiers de l'État islamique chargés des opérations et du renseignement ont infiltré la péninsule du Sinaï et ont pris le commandement du groupe djihadiste local Ansar Beit al-Maqdis, ouvrant ainsi un nouveau front dangereux contre l'Égypte et Israël; que l'armée égyptienne a annoncé son intention d'étendre la zone tampon dans le Sinaï, le long de la frontière avec la bande de Gaza, d'une distance pouvant aller jusqu'à deux kilomètres;
D. whereas over the summer of 2014 ISIS operations and intelligence officers infiltrated the Sinai peninsula and took charge of the local Ansar Beit al-Maqdas jihadis, thereby opening up a dangerous new front against Egypt and Israel; whereas the Egyptian army has announced its intention to expand the buffer zone in Sinai, along the Gaza border, up to two kilometres;

3. Recalls that one of the root causes of the crises is the marginalisation of the Bedouins in Sinai; evokes that any possible solution to the crisis should include a comprehensive development programme aimed at improving the socioeconomic status and conditions of the local Bedouin population, including their access to the police and the military, as well as their participation in the political process;

Enfin, la réunion a également porté sur les progrès réalisés dans l'engagement de nouveaux programmes pour 2003-2004, notamment ceux concernant le développement local intégré du Sud Sinaï, la coopération financière et en matière d'investissement ainsi que l'appui au développement social et à la société civile.
Finally, the meeting also covered the progress made in committing further programmes for 2003-2004, notably those covering the Integrated Local Development of South Sinai, Financial and Investment Sector Co-operation, and support to social development and civil society.

En plus d'offrir un soutien interne ainsi qu'un soutien à la communauté locale, le service de logistique de l'escadre mène chaque année diverses opérations de déploiement, allant de soutien à la Station des Forces canadiennes Alert, à des initiatives de maintien de la paix en Bosnie, sur le plateau du Golan, à Sinaï et en Asie du Sud- Ouest.
