THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty establishing the European Community, Having regard to the Green Paper on the development of the single market for postal services, published on 11 June 1992; Having regard to the communication from the Commission on guidelines for the development of Community postal services; Whereas the development of postal services is an important feature of the development of the single market for the promotion of the economic and social development of the Community and its Member States; Whereas the provisions of the Treaty on the freedom to provide services cover the postal sector; Whereas the Green Paper and the abovementioned communication identify the aspects of postal services which are of Community interest; Whereas in view of these aspects it appears that efforts should be made at Community level to improve the efficiency and quality of postal services; Whereas the Commission has undertaken broad public consultation and has received contributions from interested parties in the postal sector; Whereas it is necessary to fix the main objectives of the development of postal services in the Community, in accordance with the Treaty; 1. GIVES ITS SUPPORT: to the general approach contained in the Commission's Green Paper on the development of the single market for postal services; 2. TAKES NOTE OF: the consultation which took place between the interested parties and the resulting Commission communication on the guidelines for developing Community postal services, certain aspects of which nevertheless remain to be considered in detail with a view to reaching an overall agreement; 3. Il s'agit notamment de : - l'amélioration du fonctionnement du marché intérieur de l'énergie, notamment l'achèvement du marché intérieur de l'électricité et du gaz ; - le respect des principes généraux de la concurrence ainsi que, lorsqu'ils existent et conformément aux conditions prévues par le traité, les services d'intérêt économique général ; - la définition de programmes de normalisation en vue d'encourager l'efficacité énergétique et de promouvoir des sources d'énergie nouvelles et renouvelables ; - une approche cohérente dans le domaine de l'environnement ; - la création de réseaux transeuropéens ; - l'établissement de priorités en matière d'énergie dans les futurs programmes de recherche ; - l'élaboration d'une approche cohérente pour les relations extérieures ; - la définition plus cohérente de programmes axés sur l'efficacité énergétique et les sources d'énergie nouvelles et renouvelables, afin de permettre une utilisation plus efficace des ressources budgétaires, 4. considère qu'il convient de mettre en oeuvre au niveau communautaire les objectifs énergétiques communs définis dans la résolution sur le Livre vert et invite la Commission à mettre en place un processus de coopération entre la Communauté et les Etats membres afin d'assurer que les politiques énergétiques communautaires et nationales soient compatibles avec ces objectifs, 5. estime que les décisions communautaires en matière énergétique doivent être prises sur la base d'une analyse commune de la situation et des tendances futures dans le secteur de l'énergie, et demande à la Commission de mettre en place une coopération entre les Etats membres pour des études énergétiques, comme le demande la résolution sur le Livre vert, 6. considère que la promotion de sources d'énergie nouvelles et renouvelables et de l'efficacité énergétique peut contribuer valablement à créer un environnement plus sûr et plus sain et, associée à la valorisation des sources indigènes, à réduire la dépendance énergét ...
That involves, inter alia: - the improvement of the functioning of the internal energy market, in particular the completion of the internal electricity and gas market; - respect for the general principles of competition and services of general economic interest, wherever they exist and according to the conditions laid down in the Treaty; - the definition of standardization programmes to promote energy efficiency and new and renewable sources of energy; - a consistent approach in the environmental field; - the development of trans-European networks; - the setting of energy priorities in future research programmes; - the establishment of a consistent approach as regards external relations; - the more coherent definition of programmes for energy efficiency and new and renewable sources of energy to allow for more effective use of budgetary means, 4. considers that the common energy objectives identified in the Resolution on the Green Paper should be implemented at Community level and invites the Commission to put in place a process of cooperation between the Community and the Member States in order to ensure that Community and national energy policies are compatible with those objectives, 5. believes that Community energy decisions must be taken in the context of a shared analysis of the energy situation and of future trends and invites the Commission to organize cooperation between Member States on energy studies, as called for in the resolution on the Green Paper, 6. considers that the promotion of new and renewable energies and energy efficiency can make a valid contribution to a safer and healthier environment and, together with the development of indigenous sources, both reduce the Community's energy dependency on external sources and promote economic growth and employment, 7. believes that the opening up of the internal energy market and environmental issues related to energy require transparency of economic indicators and invites the Commission to report ...
