F. whereas in 2008 the Commission proposed a recast of Regulation No 1049/2001, and whereas it did not withdraw this proposal following the entry into force of the Treaty of Lisbon; whereas Parliament duly informed the Commission about the inappropriateness of the use of the recast procedure, and whereas, as a consequence, Parliament itself had to ‘Lisbonise’ the proposed text;

25. est donc d'avis que la SSI devrait refléter davantage la vision du programme de Stockholm et juge opportun de procéder à un examen parlementaire à mi-parcours du programme de Stockholm avant la fin de l'année 2013 afin d'en évaluer les priorités stratégiques, législatives et financières; estime également nécessaire de procéder à une évaluation complémentaire concernant les agences européennes concernées actuellement en cours de «lisbonnisation» (Europol, Eurojust et le réseau judiciaire européen) et d'autres agences et organes; rappelle que les actions ou opérations menées par les agences doivent correspondre à leur mandat tel qu'il a été défini par les décisions concernant leur mise en place et leur fonctionnement et respecter les valeurs et principes démocratiques ainsi que les libertés et droits fondamentaux inscrits dans la Charte des droits fondamentaux de l'Union européenne;
25. Takes the view, therefore, that the ISS should further reflect the vision of the Stockholm Programme, and considers it expedient to undertake a mid-term parliamentary review of the Stockholm Programme before the end of 2013, in order to assess its strategic, legislative and financial priorities; also considers that a complementary assessment is needed with regard to the relevant European agencies currently being ‘Lisbonised’ (Europol, Eurojust and the European Judicial Network), along with other agencies and bodies; recalls that the actions and operations of the agencies must conform to their mandate as defined in the decisions concerning their implementation and operation, and must respect democratic values and principles and the liberties and fundamental rights laid down in the EU Charter of Fundamental Rights;

Regrets the delay in the Commission’s putting forward legislative proposals in the area of the ‘Lisbonisation’ of the current acquis in police and judicial cooperation in criminal matters, which is a Liberties, Justice and Home Affairs priority;

En dépit d'un projet de déclaration commune concernant la coopération en vue de la décision du prochain cadre financier pluriannuel présenté par la présidence belge et des déclarations de la Commission sur les ressources propres, la "lisbonnisation" du budget et la valeur ajoutée européenne, le comité de conciliation n'est pas parvenu à un accord sur ces questions.
In spite of a draft joint declaration on the cooperation for the decision on the next multiannual financial framework tabled by the Belgian Presidency and Commission's declarations on own resources, the "Lisbonisation" of the budget and the European added value, the Conciliation Committee was not able to reach agreement on these issues.
