Le traité de Lisbonne, adopté en 2009, a ensuite élargi le champ des responsabilités du haut représentant et l’a couplé au poste de vice-président de la Commission, afin de lui permettre de mieux représenter l’UE dans la poursuite de ses objectifs de politique étrangère.
The 2009 Lisbon Treaty extended the responsibilities of the High Representative and made the office-holder a Vice-President of the Commission, to enable the High Representative to better represent the EU in its foreign policy objectives.

Suite au Conseil de Lisbonne, qui a souligné la nécessité d'étudier l'évolution de la protection sociale en accordant une attention particulière à la viabilité des régimes de retraite, trois grands principes ont ensuite été approuvés en 2001 par le Conseil de Göteborg en vue de moderniser les régimes de pension :
Following the Lisbon Council, which stressed the need to study the evolution of social protection, giving particular attention to the sustainability of pensions systems, three broad principles were approved in 2001 by the Göteborg Council with a view to modernising pension systems:

The Lisbon European Council then responded to that impulse requesting "a study on the future evolution of social protection from a long-term point of view, giving particular attention to the sustainability of pension systems" in the light of inter alia ageing populations.

Le rapport propose ensuite une approche de la "méthode ouverte de coordination" proposée à Lisbonne, qui tient compte du degré de subsidiarité reconnu au domaine de l'éducation. The report then proposes an approach to the "open method of coordination" proposed by Lisbon, which takes account of the degree of subsidiarity attaching to education; and concludes that the objectives set out in the report cannot be achieved by Member States alone, and thus need cooperation at European level.

It then proposes (section 2) a number of concrete objectives which could form the basis for a joint work programme to be agreed by the Council; and finally (section 3) puts forward suggestions as to how to take forward this work programme in the context of the "open method of coordination" [3] proposed for cooperation in the education field by the European Councils of Lisbon and Feira [4].

It then suggests that the Council adopt a long-term work programme, in the context of the open method of coordination put forward by Lisbon, in which the Member States, supported by the Commission, would work in five main areas:
