As the question of legal-linguistic revision of texts under the codecision procedure had been already dealt with in a Joint Declaration of the Parliament, the Council and the Commission of 4 May 1999 on Practical Arrangements for the Codecision Procedure and as this interinstitutional agreement was to be revised anyway, the Committee on Constitutional Affairs decided to wait for the outcome of the negotiations before examining possible modifications to the Rules of Procedure.
