TRADUCTIONS EN CONTEXTE

Le 22 mai 2008, l’EPSO a publié au Journal Officiel de l’Union européenne (JO C 125 A, édition de langue espagnole, p. 1) l’avis du concours général EPSO/AD/130/08 (ci-après l’« avis de concours »), organisé pour la constitution d’une liste de réserve de juristes linguistes en langue espagnole, de grade AD 7, destinée à pourvoir des postes vacants au sein des institutions européennes, notamment à la Cour de justice de l’Union européenne, au Parlement européen et au Conseil de l’Union européenne.
On 22 May 2008 EPSO published in the Official Journal of the European Union (OJ 2008 C 125 A, Spanish language edition, p. 1) notice of open competition EPSO/AD/130/08 (‘the notice of competition’), held in order to draw up a reserve list of lawyer-linguists (Grade AD7) with Spanish as their main language from which to fill vacant posts in the institutions of the European Union, in particular, the Court of Justice of the European Union, the European Parliament and the Council of the European Union.

Par la présente, j’appelle les institutions de l’UE à faire en sorte que soient prévus, dans le budget de l’Union relatif à l’exercice 2009, les crédits nécessaires afin de combler le manque de postes de fonctionnaires linguistes au sein des institutions de l’UE. Le PE appelle les institutions à traduire sans délai dans toutes les langues officielles de l’Union tous les documents législatifs, politiques et administratifs de la présente législature pour permettre aux citoyens de suivre les travaux politiques de toutes les institutions.
I hereby call on the institutions of the EU to ensure that provision is made in the 2009 EU budget for the resources required to cover the shortfall in posts for official translators within EU institutions; the EP calls on EU institutions to translate all legislative, political and administrative documents for this parliamentary term without delay into all the official languages of the EU in order to allow citizens to follow the political work carried out by all of the institutions.

La Commission tient à rassurer l’honorable député sur le fait que le nombre global de linguistes au sein du personnel ne sera pas réduit; une partie de la capacité de traduction actuelle sera réaffectée à des tâches liées au multilinguisme, notamment la terminologie, la traduction de sites web, etc., qui font l’objet d’une demande de plus en plus forte puisqu’ils constituent un moyen de communication directe avec les citoyens.
The Commission would like to assure the honourable Member that the overall number of linguistic staff will not be reduced; part of the existing translation capacity will be allocated to tasks linked with multilingualism such as web translation, terminology, etc., which are in increasing demand as they constitute a means of communicating directly with the citizens.

8. Le détail des votes et, le cas échéant, les explications de vote, au sein de chaque délégation au comité de conciliation, sont transmis au comité. 9. Les co-présidents assurent la transmission sans délai au Parlement européen et au Conseil des projets communs approuvés par le comité. 10. Le secrétariat du comité est assuré conjointement par le secrétariat général du Conseil et le secrétariat général du Parlement européen, en association avec le secrétariat général de la Commission. 11. La mise au point des textes des projets communs est faite par les juristes-linguistes du Conseil et du Parlement européen. 12. Le comité siège alternativement dans les locaux du Parlement européen et du Conseil. 13. Tout en respectant les dispositions du traité relatives aux délais, le Conseil tiendra compte dans la mesure du possible des impératifs du calendrier du Parlement européen.
8. The outcome of votes and, where appropriate, explanations of vote, taken within each delegation on the Conciliation Committee, shall be forwarded to the Committee. 9. The co-Chairmen shall see to it that the joint texts approved by the Committee are forwarded forthwith to the European Parliament and to the Council. 10. The General Secretariat of the Council and the General Secretariat of the European Parliament shall act jointly as the Committee's Secretariat, in association with the General Secretariat of the Commission. 11. Joint texts shall be finalized by the Legal/linguistic Experts of the Council and of the European Parliament. 12. The Committee shall meet alternately at the premises of the European Parliament and the Council. 13. While abiding by the Treaty provisions regarding time limits, the Council shall, as far as possible, take into account the requirements of the European Parliament's schedule.
