Réal Ménard (Hochelaga-Maisonneuve, BQ): Monsieur le Président, comment le premier ministre explique-t-il son intérêt soudain pour la lutte contre le SIDA alors que son gouvernement a maintenu du bout des lèvres le budget de 42 millions de dollars prévu pour la phase 2 de la stratégie nationale contre le SIDA, budget, il faut s'en rappeler, que les libéraux jugeaient nettement insuffisant lorsqu'ils étaient dans l'opposition?
