Honorables sénateurs, j'ai cité pratiquement mot pour mot les propos du sénateur Carstairs rapportés dans un article du Winnipeg Free Press en date du 21 septembre 1989, à savoir que les libéraux donneraient suite à la proposition s'ils formaient le prochain gouvernement.
Honourable senators, I have virtually quoted the words of Senator Carstairs from a Winnipeg Free Press article dated September 21, 1989 wherein she said that the Liberals would implement such a proposal if they formed the next government.
