Le groupe de travail commun, constitué le 29 novembre 2017 avec l'Union africaine et les Nations unies, s'est engagé à accélérer les efforts actuellement déployés pour venir en aide aux migrants et aux réfugiés en Libye et à faire progresser le programme de l'Organisation internationale pour les migrations en ce qui concerne les retours volontaires assistés depuis la Libye vers les pays d'origine, ainsi que le mécanisme de transit d'urgence du HCR visant à évacuer les personnes ayant besoin d'une protection internationale.
The Joint Task Force was set up with the African Union and United Nations on 29 November 2017, committed to accelerate ongoing efforts to assist migrants and refugees in Libya and advance the programme of the International Organisation for Migration for assisted voluntary returns from Libya to countries of origin and the emergency transit mechanism of the UNHCR, to evacuate people in need of international protection.

L'UE consacre actuellement une enveloppe de près de 120 millions d'euros d'aide bilatérale à la Libye pour financer 37 projets couvrant six secteurs: la société civile; la gouvernance; la santé; la jeunesse et l'éducation; la migration et la protection; et l'appui au processus politique, la sécurité et la médiation.
The EU currently has a package of close to €120 million in bilateral support to Libya in 37 projects across six sectors: civil society; governance; health; youth and education; migration and protection; and support to the political process, security and mediation.

Reducing the number of crossings and saving lives by enhancing ongoing support, including through EUNAVFOR Operation Sophia, to the Libyan Coast Guard and Navy, including through expanding the training activities through an immediate €1 million addition to the Seahorse programme and a grant of €2.2 million under the Regional Development and Protection Programme in North Africa and establishing a Maritime Rescue Coordination Centre; Stepping up the fight against smugglers and traffickers by ensuring an operational 'Seahorse Mediterranean' Network by Spring 2017 to strengthen the border authorities of North African countries and allow better operational cooperation amongst them; Protecting migrants, increasing resettlement and promoting assisted voluntary returns, by supporting UNHCR work with the Libyan authorities to address the situation of persons in need of international protection, supporting IOM in improving the situation of migrants in Libya and expanding its assisted voluntary returns programme from Libya to countries of origin; Managing migrant flows through the southern Libyan border by deploying the full range of EU missions and projects to support the Libyan authorities in border management and migrant protection, promoting dialogue between Libya and its neighbours and maintaining the momentum of results with Niger under the Partnership Framework; Increasing dialogue and operational cooperation with partners in North Africa on migration management; Stepping up funding from the EU Trust Fund for Africa by mobilising €200 million for projects in 2017 to support actions such as training and equipping the Libyan Coast Guard, improving the conditions for migrants and stepping up assisted voluntary returns.

2. est profondément préoccupé par l'actuel délitement économique et politique du pays, qui aggrave la situation déjà difficile de la population; condamne une nouvelle fois l'intervention militaire de 2011 en Libye menée à l'initiative de la France, du Royaume-Uni, des États-Unis et du Canada sous les auspices de l'OTAN sous prétexte d'appliquer la notion de "responsabilité de protéger", qui a conduit à la situation actuelle; est convaincu que cette intervention militaire étrangère a créé des conditions qui ont favorisé le processus actuel de destruction de la Libye et de déstabilisation de la région;
2. Expresses its deep concern about the current economic and political disintegration of the country, which is aggravating the fragile situation of the population; reiterates its condemnation of the 2011 military intervention in Libya led by France, the UK, the US and Canada under the auspices of NATO on the pretext of the so-called ‘responsibility to protect’ doctrine , which has led to the current situation; is convinced that this foreign military intervention has been the breeding ground for the current situation of the destruction of Libya and destabilisation of the region;

9. est vivement préoccupé par la possibilité que certains États membres pourraient envisager une intervention militaire en Libye sans mandat entériné par une résolution du Conseil de sécurité des Nations unies ou sans demande explicite du gouvernement libyen; rejette une telle intervention, qui pourrait sérieusement saper l'autorité du nouveau gouvernement et avoir des conséquences désastreuses; rappelle que la situation critique actuelle est principalement le résultat de l'intervention menée de manière irresponsable en Libye en 2011, et que les États membres impliqués en portent notamment la responsabilité; demande que la volonté de la Libye concernant une possible intervention sur son territoire soit respectée; invite plutôt tous les États membres et l'Union à élaborer une stratégie claire et coordonnée d'appui à la transition politique et rappelle, dans le même temps, que l'échec du processus de 2011 est largement imputable à l'absence de démarche commune;
9. Is seriously worried by the possibility that some Member States may consider a military intervention in Libya without a UNSCR mandate and/or without a clear request from the Libyan Government; rejects such a possibility, which would seriously undermine the authority of the new government and could have disastrous consequences; recalls that the present critical situation is mainly the result of the irresponsible intervention in Libya of 2011 and that the Member States involved bear particular responsibility; asks for Libya’s will regarding possible interventions on its territory to be respected; calls on the Member States and the EU to elaborate instead a clear and coordinated strategy to support the political transition, while recalling that it was largely owing to the lack of a united approach that the 2011 process failed;

5. est fortement préoccupé par les informations faisant état de la participation d'acteurs régionaux aux actes de violence en Libye et demande aux pays voisins et aux acteurs régionaux de ne prendre aucune mesure qui risquerait d'exacerber les clivages actuels et de compromettre la transition démocratique en Libye; appelle ces États à renforcer les contrôles à leurs frontières, notamment aux ports maritimes et aux aéroports, et à maintenir des inspections minutieuses de tout le fret en provenance ou à destination de la Libye; salue l'hospitalité dont la Tunisie fait preuve à l'égard des centaines de milliers de citoyens libyens qui se réfugient actuellement en Tunisie pour fuir les violences;
5. Is deeply concerned by reports of involvement of regional players in the violence in Libya and calls on neighbouring countries and regional players to refrain from actions which might exacerbate current divisions and undermine Libya’s democratic transition; calls on them to increase control of their borders, including at seaports and airports, and to maintain thorough inspections of all cargo to and from Libya; commends Tunisian hospitality towards the hundreds of thousands of Libyan citizens currently in Tunisia fleeing from violence;

25. déplore le fait que, dans les circonstances actuelles, la seule option possible a été la suspension de l'accord de coopération UE–Libye, et estime que cette suspension devrait être levée dès qu'un nouveau gouvernement de transition sera disposé à promouvoir, sur la base des principes démocratiques et des droits de l'homme, la mise en œuvre de cet accord, l'objectif étant d'apporter un soutien financier aux pays d'Afrique pour leur permettre de créer des solutions de rechange viables à la migration et mettre en place en Libye un système plus efficace pour gérer la migration de la main-d'œuvre en accroissant les compétences des migrants déjà présents dans le pays, en améliorant la capacité de la Libye d'attirer et d'intégrer socialement et économiquement les migrants, en particulier ceux des pays de la frontière méridionale de la Libye et en posant les bases d'un système de gestion efficace des migrations en Libye; souligne dans ce contexte la nécessité que l'UE use de son influence pour persuader la Libye d'autoriser le HCNUR à revenir dans le pays; estime que des accords relatifs à un programme de coopération dans le domaine des migrations devraient être conclus avec d'autres pays au voisinage de l'UE afin d'apporter un soutien commun, conformément aux accords internationaux, aux États fragiles de ce voisinage;
25. Deplores the fact that in the current circumstances the only option available was the suspension of the agreement on EU-Libya cooperation, and takes the view that the suspension should be revoked as soon as there is a new transitional government willing to promote the democratic and human rights-based implementation of such an agreement, the aim being to provide financial support for African countries in order to create viable alternatives to migration and for the development in Libya of a more efficient system to manage labour migration, by maximising the skills of the migrants already present in the country, increasing the Libya's capacity to attract and socially and economically integrate migrants, in particular from countries on its southern borders, and creating the foundations for an effective migration management system in Libya; stresses, in this context, the need for the EU to use its influence to persuade Libya to allow the UNHCR to return to the country; believes that agreements on a cooperation agenda on migration should be reached with other countries in geographic proximity to the EU with a view to providing joint support, in accordance with international agreements, to fragile States in their neighbourhood;

Actuellement, des accords de partenariat et de coopération ou des accords d'association sont en vigueur avec tous les partenaires PEV, sauf trois (l'accord de partenariat et de coopération avec le Belarus est actuellement «gelé», l'accord d'association avec la Syrie n'a pas encore été signé et aucun accord d'association n'a encore été négocié avec la Libye), mais ils ne contiennent pas de dispositions en ce sens.
Currently, Partnership and Cooperation Agreements or Association Agreements are in force with all ENP partners except three (the Partnership and Cooperation Agreement with Belarus is currently “frozen”; the Association Agreement with Syria has not yet been signed; and no Association Agreement has yet been negotiated with Libya), but do not contain any provisions to this end.
