Des officiers de liaison «Migration» européens seront détachés auprès des délégations de l'UE dans les pays tiers clés, en étroite coopération avec le réseau d'officiers de liaison «Immigration» et avec les autorités locales et la société civile, afin de recueillir et d'échanger des informations et de les analyser.
European migration liaison officers will be seconded in EU Delegations in key third countries, in close cooperation with the Immigration Liaison Officers Network and with local authorities and civil society, with the purpose of gathering, exchanging and analysing information.

Toutefois, sur une note positive, le rapport prévoit la création d’un réseau d’officiers de liaison «Immigration» détachés aux autorités consulaires et aux organisations internationales, et chargés de prévenir l’immigration illégale et de faciliter le retour des immigrants illégaux.

(5) All Member States should be able to initiate meetings, when considered appropriate, between the immigration liaison officers posted in a particular third country or region, in order to enhance cooperation between them. Representatives of the Commission and the FRONTEX Agency should participate in those meetings.

Moving on to the substance of this issue, the immigration liaison officers’ network was created by Council Regulation (EC) No 377/2004. This instrument states that the liaison officers will be representatives of a Member State posted abroad by the immigration service or other appropriate authority with the aim of establishing and maintaining contact with the authorities of the host country, aiming to contribute to the prevention and combat of clandestine immigration, the repatriation of irregular immigrants and the management of legal immigration.
