Calls on the Commission as the representative of the Union and the Member States to impress upon the WTO and its members the need to take account of human rights and social, health and environmental standards in the context of trade negotiations, and in particular the negotiation of the Doha agreement, and to see to it in practice that they are applied and promoted in the context of the implementation of trade agreements; calls on the Commission to urge the WTO and its members to admit, as a first step, the delegations of the International Labour Organization (ILO) and the secretariat of the International Labour Office and the secretariats of multilateral and international environmental agreements as observers;

83. se félicite de l'engagement de la présidence autrichienne à poursuivre la pratique d'effectuer des démarches auprès de tous les partenaires internationaux de l'Union européenne au sujet de la ratification des conventions internationales interdisant l'usage de la torture; demande au Conseil et à la Commission d'innover dans la façon de mettre en œuvre les lignes directrices sur la torture; souligne que bien que ces lignes directrices aient été adoptées dès 2001, elles sont parmi les moins mises en œuvre; en raison des menaces actuelles qui pèsent sur l'interdiction absolue de la torture et des mauvais traitements dans le contexte international du contre-terrorisme, demande au Conseil d'associer le Parlement au futur processus d'évaluation de ces lignes directrices; à cet égard, informe le Conseil que sa sous-commission des droits de l'homme a été invitée à élaborer une étude visant à optimiser la mise en œuvre des lignes directrices de l'Union européenne sur la torture et à améliorer les moyens fournis par ces lignes directrices; recommande aux présidences autrichienne et finlandaise de faire des démarches contre la torture dans tous les pays signataires des conventions pertinentes, qui semblent ne pas coopérer; souligne que la présence régulière de la présidence ou du Secrétariat du Conseil au sein de la commission compétente des Nations unies contre la torture pourrait fournir un apport important de données dans l'analyse stratégique des pays auprès desquels il convient d'entamer en temps opportun des démarches; demande au Conseil d'examiner si l'Union européenne ne pourrait pas agir d'une façon plus énergique et plus convaincante à l'égard de pays tiers si tous les États membres signaient et ratifiaient le Protocole facultatif à la Convention des Nations unies contre la torture et autres peines ou traitements cruels, inhumains ou dégradants ; est également préoccupé par les allégations de délocalisation et d'externalisation de la torture dans des pays ...
83. Welcomes the commitment of the Austrian Presidency to continue the practice of demarches in respect of all of the EU's international partners regarding the ratification of international conventions banning the use of torture; asks the Council and the Commission to consider new and innovative ways to implement the Guidelines on Torture; emphasises that, although those Guidelines were adopted as long ago as 2001, they are among the least implemented; in view of the current threats facing the absolute prohibition of torture and ill-treatment in the international context of counter-terrorism; calls on the Council to associate Parliament in the future evaluation process of the Guidelines; in that connection, informs the Council that its sub-committee on Human Rights has asked for a study aimed at optimising the implementation of the EU Guidelines on Torture and improving the means provided for by those Guidelines; recommends to the Austrian and Finnish Presidencies that they conduct demarches on torture in all countries that are signatories to the relevant conventions but appear not to be cooperating; emphasises that the regular presence of the Presidency or the Council Secretariat in the relevant UN Committee on Torture could bring substantial material input into a strategic analysis of which countries to demarche at which point in time; asks the Council to consider whether the European Union could not act more forcefully and more convincingly vis-à-vis third countries if all Member States were to sign and ratify the Optional Protocol to the UN Convention against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment ; is also concerned at the allegations of relocation and outsourcing of torture in third countries and calls on the EU to consider the fight against torture as a top priority of its human rights policy, in particular through enhanced implementation of the EU Guidelines and all other EU instruments such as the EIDHR;

Le détachement par les États membres d’experts nationaux auprès du secrétariat du CEPOL se fait dans le respect de la décision 2003/479/CE du Conseil du 16 juin 2003 relative au régime applicable aux experts et aux militaires nationaux détachés auprès du secrétariat général du Conseil , laquelle s’applique par analogie.

The secondment of national experts from the Member States to the CEPOL Secretariat shall be in accordance with Council Decision 2003/479/EC of 16 June 2003 concerning the rules applicable to national experts and military staff on secondment to the General Secretariat of the Council , which shall apply by analogy.
