TRADUCTIONS EN CONTEXTE

L'objectif consiste à faciliter et à soutenir les actions liées aux éléments suivants: 1) la préparation, la mise en œuvre et l'exploitation des infrastructures de recherche recensées par l'ESFRI et des autres infrastructures de recherche d'envergure mondiale, et notamment le développement d'infrastructures partenaires régionales, lorsque l'intervention de l'Union apporte une forte valeur ajoutée; 2) l'intégration des infrastructures de recherche nationales et régionales d'intérêt européen et l'accès transnational à ces infrastructures, de manière à ce que les scientifiques européens puissent les utiliser indépendamment de leur localisation pour effectuer des recherches de haut niveau; 3) le développement, le déploiement et l'exploitation des infrastructures en ligne pour garantir une capacité de premier plan au niveau mondial en matière de mise en réseau, d'informatique et de données scientifiques.
The aim shall be to facilitate and support actions linked to: (1) the preparation, implementation and operation of the ESFRI and other world-class research infrastructures, including the development of regional partner facilities, when a strong added value for Union intervention exists; (2) the integration of and transnational access to national and regional research infrastructures of European interest, so that European scientists can use them, irrespective of their location, to conduct top-level research; (3) the development, deployment and operation of e-infrastructures to ensure world-leading capability in networking, computing and scientific data.

6. Takes the view that the EU CBRN Action Plan must set risk-based higher standards where security assessment criteria for high-risk CBRN facilities are concerned, and stresses the role and responsibility of national authorities to carry out regular checks of these facilities since the development of ‘criteria’, as stated in the current Action Plan amended and adopted by the Council, is in itself simply not enough and sets an astonishingly low standard, coupled with the low levels of responsibility allocated to the organisations dealing with CBRN materials, relevant Member States authorities and EU bodies; notes, further, that all measures taken should be proportionate to the probable risks;

Larry Bagnell: In the matter of global warming, the thawing of the northern permafrost, and damage to infrastructure: (a) has the government conducted any studies to ascertain the level of potential damage to all government infrastructure in the Territories of Yukon, Northwest and Nunavut; (b) what is the cost associated with this damage to replace, reconstruct, or stabilize this infrastructure; (c) what is the time frame in regard to making these repairs or replacing damaged infrastructure; (d) have municipal and territorial partners been advised of the level of damage as a result of thawing permafrost; (e) have residents of the North been advised of potential hazards resulting from global warming; (f) what are the monetary costs associated with the said study; (g) when was the study conducted and by whom; (h) how is the government monitoring northern infrastructure deterioration from global warming; (i) how frequently is the infrastructure being inspected; (j) is any of the economic stimulus money earmarked for the three territories being directed to repairs or new construction of infrastructure damaged or weakened by thawing permafrost, and, if so how much; (k) what are the names of the projects, the associated costs, the location of the projects and the projected completion dates for all projects funded by earmarked money as specified in (j); and (l) given that the MacKenzie Valley pipeline is a major infrastructure project scheduled for the North, has the government applied its assessment of global warming and permafrost melting damage to this project as well, and, if so (i) what were the results, (ii) what are the government’s plans in this matter?

The first proposal would replace the provisions of Directive 95/19/EC on the allocation of infrastructure capacity and on the charging of infrastructure fees; the second aims to amend the provisions of Directive 91/440/EEC primarily on the separation of accounts of infrastructure management and of transport operations; the third proposal would widen the scope of Directive 95/18/EC on the licensing of railway undertakings.

Possible lines of action: - strengthening of the major port and airport junctions so that they may assume a supporting role in the network of world trade; - modernization of intermodal policies towards major transport links through action on the rail and road networks and on the inter-port systems; - identification of new priority infrastructures and strengthening of the existing infrastructures, inter alia by means of a specific plan for network integration; - the making available and strengthening of areas for storage, of distribution networks and of management infrastructures; - training for management and maintenance; - preparation of a Mediterranean Masterplan to identify potential coordination scenarios for major network linkages.
