Provided that the requirements under paragraph 2 of this article and Article are fulfilled, Member States shall establish rules and procedures to ensure that each national financing arrangement under their jurisdiction effects its contribution to the financing plan immediately after their resolution authorities receive a request from the group level resolution authority.

4. 4. 5. 5. Where the European political party is no longer registered in the Registry referred to in Article 6 of Regulation (EU) No [..] or has been the subject of any of the penalties provided for in Article 22 of that Regulation, the authorising officer responsible may suspend, reduce or terminate the contribution and recover amounts unduly paid under the contribution agreement or decision, in proportion to the seriousness of the errors, irregularities, fraud or other breach of obligations related to the use of contribution, after the political party has been given the opportunity to present its observations.

5. 4. 4. Where such errors, irregularities or fraud are attributable to the beneficiary, or should the beneficiary breach his or her obligations under a grant agreement or decision, the authorising officer responsible may, in addition, reduce the grant or recover amounts unduly paid under the grant agreement or decision, in proportion to the seriousness of the errors, irregularities or fraud or of the breach of obligations, provided that the beneficiary has been given the opportunity to make observations.

L'ordonnateur compétent peut, en outre, à l'issue d'une procédure contradictoire, réduire la subvention ou recouvrer les montants indûment versés au titre de toutes les subventions affectées par les erreurs, irrégularités, fraudes ou violations des obligations visées au premier alinéa susceptibles de faire l'objet d'un audit en vertu des conventions ou décisions de subvention.
The authorising officer responsible may, in addition, following an adversarial procedure, reduce the grants or recover amounts unduly paid in respect of all the grants affected by the systemic or recurrent errors, irregularities, fraud or breach of obligations referred to in the first subparagraph that may be audited in accordance with the grant agreements or decisions.

L'ordonnateur compétent peut, en outre, procéder à des corrections financières pour toutes les subventions concernées par les erreurs ou irrégularités systémiques ou récurrentes visées ci-dessus qui peuvent faire l'objet d'un audit conformément aux conventions ou décisions de subvention, soit en réduisant les subventions, soit en recouvrant les montants indûment versés au titre des conventions ou décisions de subvention .
The authorising officer responsible may in addition proceed to financial corrections for all the grants concerned by the systemic or recurrent errors or irregularities referred to above that may be audited in accordance with the grant agreements or decisions by either reducing the grants or recovering amounts unduly paid under the grant agreements or decisions.

2 ter.
