I. considérant que l'action en justice intentée contre Alexander Mirsky est toujours en instance devant la Cour suprême de la République de Lettonie et que la décision définitive pourrait être en la faveur de celui-ci; que si l'arrêt du Tribunal régional de Riga était toutefois confirmé par la Cour suprême, cela reviendrait à une violation du droit primaire de l'Union par les autorités lettonnes;
I. whereas the legal proceedings brought against Alexander Mirsky are still pending before the Supreme Court of the Republic of Latvia and the final judgment may be in his favour; whereas, however, should the judgment of the Riga District Court be confirmed by the Supreme Court, this would amount to an infringement of EU primary law by the Latvian authorities;

2. demande à la Commission d'intervenir auprès des autorités lettonnes afin que soit appliqué le droit primaire de l'Union, notamment l'article 8 du protocole n° 7 sur les privilèges et immunités de l'Union européenne, et, le cas échéant, de lancer une procédure d'infraction au titre de l'article 258 du traité sur le fonctionnement de l'Union.
2. Calls on the Commission to intervene with the Latvian authorities in order to enforce EU primary law – notably, Article 8 of Protocol No 7 on the privileges and immunities of the European Union – and, if necessary, to initiate a Union law infringement procedure under Article 258 of the Treaty on the Functioning of the European Union;

This Protocol, drawn up in a single original in the Bulgarian, Czech, Danish, Dutch, English, Estonian, Finnish, French, German, Greek, Hungarian, Irish, Italian, Latvian, Lithuanian, Maltese, Polish, Portuguese, Romanian, Slovak, Slovenian, Spanish and Swedish languages, each text being equally authentic, shall be deposited in the archives of the Government of the Italian Republic, which shall transmit a certified copy to each of the governments of the other signatory States.

79. se félicite de l'accréditation de l'organisme de paiement SAPARD mais considère que, en évaluant les propositions de projets SAPARD, les autorités lettonnes compétentes seraient bien avisées de porter une attention particulière au développement rural, aux mesures agri-environnementales et à la diversification des revenus des petits agriculteurs; attire l'attention sur le potentiel considérable de l'agriculture lettonne dans le domaine des méthodes de production respectueuses de l'environnement;

Welcomes the accreditation of the SAPARD paying agency; considers that when evaluating proposals for SAPARD projects, the competent Latvian authorities would be well advised to pay particular attention to rural development, agri-environmental measures and income diversification for small farmers; draws attention to the considerable potential of Latvian agriculture in the area of environmentally friendly production methods;
