3. Tout amendement au présent Protocole doit être approuvé à la majorité des deux tiers au moins des États parties participant à la Conférence visée au paragraphe précédent et entre ensuite en vigueur à l’égard des États qui ont ratifié, accepté ou approuvé ledit amendement, après sa ratification, son acceptation ou son approbation par huit États conformément aux dispositions de l’article XXVIII relatives à son entrée en vigueur.
3. Any amendment to this Protocol shall be approved by at least a two-thirds majority of States Parties participating in the Conference referred to in the preceding paragraph and shall then enter into force in respect of States which have ratified, accepted or approved such amendment when it has been ratified, accepted or approved by eight States in accordance with the provisions of Article XXVIII relating to its entry into force.

3. Sous réserve du paragraphe 4, tout amendement à la présente Convention doit être approuvé à la majorité des deux tiers au moins des États parties participant à la Conférence visée au paragraphe précédent, et entre ensuite en vigueur à l’égard des États qui ont ratifié ledit amendement, accepté ou approuvé, après sa ratification, son acceptation ou son approbation par trois États conformément aux dispositions de l’article 49 relatives à son entrée en vigueur.

Subject to paragraph 4, any amendment to this Convention shall be approved by at least a two-thirds majority of States Parties participating in the Conference referred to in the preceding paragraph and shall then enter into force in respect of States which have ratified, accepted or approved such amendment when ratified, accepted, or approved by three States in accordance with the provisions of Article 49 relating to its entry into force.

10. When an amendment has been adopted by the Legal Committee but the eighteen-month period for its acceptance has not yet expired, a State which becomes a Contracting State during that period shall be bound by the amendment if it enters into force.

10. When an amendment has been adopted by the Legal Committee but the twelve-month period for its acceptance has not yet expired, a State which becomes a Contracting State during that period shall be bound by the amendment if it enters into force.

6. Lorsqu'une annexe supplémentaire ou un amendement à une annexe se rapporte à un amendement à la convention, ladite annexe supplémentaire ou ledit amendement n'entre en vigueur que lorsque l'amendement à la convention entre lui-même en vigueur.
6. If an additional Annex or an amendment to an Annex is related to an amendment to this Convention, the additional Annex or amendment shall not enter into force until such time as the amendment to the Convention enters into force.

La Commission est d'accord sur la nécessité de suivre l'évolution de l'efficacité énergétique des équipements de bureau, mais pense qu'il n'est pas nécessaire de réclamer la création d'une unité spéciale, comme le demande, entre autres choses, ledit amendement, dans la mesure où nous n'obtiendrons pas plus de fonds pour autant.
The Commission agrees that the energy efficiency of office equipment must be monitored, but it does not feel that we should call for a special unit to be set up, as stated in the aforementioned amendment, if only because the necessary resources will not be forthcoming.

Tout membre qui n'a pas notifié son acceptation d'un amendement à la date à laquelle ledit amendement entre en vigueur cesse d'être partie contractante au présent accord à compter de cette date , à moins qu'il n'ait prouvé au Conseil qu'il n'a pas pu accepter l'amendement en temps voulu par suite de difficultés rencontrées pour mener à terme sa procédure constitutionnelle ou institutionnelle et que le Conseil ne décide de prolonger pour ledit membre le délai d'acceptation .
ANY MEMBER WHICH HAS NOT NOTIFIED ITS ACCEPTANCE OF AN AMENDMENT BY THE DATE ON WHICH SUCH AMENDMENT ENTERS INTO FORCE SHALL CEASE TO BE A CONTRACTING PARTY AS FROM THAT DATE , UNLESS SUCH MEMBER HAS SATISFIED THE COUNCIL THAT ITS ACCEPTANCE COULD NOT BE OBTAINED IN TIME OWING TO DIFFICULTIES IN COMPLETING ITS CONSTITUTIONAL OR INSTITUTIONAL PROCEDURES , AND THE COUNCIL DECIDES TO EXTEND FOR THAT MEMBER THE PERIOD FOR ACCEPTANCE OF THE AMENDMENT .
