Cette constatation donne un relief particulier à la nécessité d’une spécialisation, sous une forme ou une autre, au sein des économies et des systèmes d’innovation nationaux et régionaux, comprenant quelques entreprises à forte intensité de RD. Il ne faut cependant pas sous-estimer le rôle de la RD financée par le secteur public pour progresser vers la réalisation de l’objectif de Barcelone étant donné que, dans tous ces États membres, son intensité est également supérieure à la moyenne de l’UE, preuve de sa complémentarité avec la RD financée par le secteur privé.
This highlights the importance of some kind of specialisation within the national/regional innovation systems and economies, including some RD intensive companies. However, the role of publicly-funded RD for moving toward the Barcelona target should not be underestimated given that in all these Member States, the publicly-funded RD intensity is also higher than the EU average, illustrating its complementary role with the business-funded RD.

In its 2005 Communication ‘ A stronger partnership between the European Union and Latin America’, the Commission sought to strengthen the bi-regional political and policy dialogue in a number of important areas. Its main objectives — which remain the EU’s current strategic policy priorities — are to: promote regional integration and negotiations to establish Association Agreements with sub-regions in Latin America; steer development cooperation towards the reduction of poverty and social inequality and improve educational levels.

Le règlement relatif aux RTE n'autorise pas «en principe» que la même phase d'un projet donné soit financée à la fois par le budget RTE et par une autre source communautaire. This underfunding is specially aggravated by the deadlock of the allocation of funds from the ICI+ programme, since the legal basis for the participation of several Latin American countries entitled to benefit from ICI+ has not yet been adopted; calls therefore for a swift adoption of the ICI+ legislation in 2011;

Calls on the Commission to keep a close watch on the possible accession of new members and changes in the make-up, or convergence, of the distinct subregional integration systems in Latin America; maintains that any changes in the shape of subregional machinery must be aimed in every case at fostering closer regional integration as opposed to undermining the existing arrangements;
