C. considérant que le montant total de l'aide transitant par le FED croîtra considérablement dans les prochaines années, puisque le montant de l'aide de l'Union au titre du dixième FED pour la période 2008-2013 a été fixé à 22 682 000 000 EUR, soit une augmentation de 64 % par rapport au neuvième FED; considérant qu'il faut prendre conscience du problème menaçant de la capacité d'absorption, qui nécessite une connaissance approfondie des dépenses appropriées;
C. whereas the total amount of aid channelled through the EDF will increase considerably over the coming years because the amount of Union aid under the Tenth EDF for the period 2008 to 2013 has been set at EUR 22 682 000 000 which represents a 64 % increase compared with the financial allocations under the Ninth EDF; whereas there is a need for awareness of the looming problem of absorption capacity which requires full knowledge of appropriate expenditure,

1. Aux fins de la présente décision et pour la période de sept ans allant du 1er janvier 2014 au 31 décembre 2020, le montant global de 364,5 millions d’EUR d’aide financière de l’Union au titre du 11e FED fixé par l’accord interne instituant le 11e FED est réparti comme suit:
1. For the purposes of this Decision, for the seven-year period from 1 January 2014 to 31 December 2020, the overall amount of the Union financial assistance of EUR 364,5 million under the 11th EDF fixed by the Internal Agreement establishing the 11th EDF shall be allocated as follows:

vu l'accord interne entre les représentants des gouvernements des États membres, réunis au sein du Conseil, relatif au financement des aides de la Communauté au titre du cadre financier pluriannuel pour la période 2008-2013 conformément à l'accord de partenariat ACP-CE et à l'affectation des aides financières destinées aux pays et territoires d'outre-mer auxquels s'appliquent les dispositions de la quatrième partie du traité CE (3) (ci-après dénommé «accord interne»), instituant, entre autres, le dixième Fonds européen de développement (dixième FED), et notamment son article 11, paragraphe 8,
Having regard to the Internal Agreement between the Representatives of the Governments of the Member States, meeting within the Council, on the financing of Community aid under the multiannual financial framework for the period 2008 to 2013 in accordance with the ACP-EC Partnership Agreement and on the allocation of financial assistance for the Overseas Countries and Territories to which Part Four of the EC Treaty applies (3) (the ‘Internal Agreement’) setting up, amongst others, the 10th European Development Fund (10th EDF), and in particular Article 11(8) thereof,

Les mesures relevant du règlement (CE) no 1257/96 du Conseil (5) et pouvant bénéficier d'un financement au titre dudit règlement ne devraient être financées au titre du 11e FED qu'à titre exceptionnel, lorsqu'une telle aide est nécessaire pour assurer la continuité de la coopération entre une situation de crise et le rétablissement de conditions stables propices au développement et qu'elle ne peut être financée sur le budget général de l'Union.
Measures covered by, and eligible for, funding under Council Regulation (EC) No 1257/96 (5) should only in exceptional circumstances be financed under the 11th EDF where such assistance is required to ensure continuity of cooperation from crisis to stable conditions for development and cannot be financed from the general budget of the Union.

Les mesures relevant du règlement (CE) no 1257/96 du Conseil du 20 juin 1996 concernant l'aide humanitaire (7) et pouvant bénéficier d'un financement au titre dudit règlement ne devraient être financées au titre du 10e FED qu'à titre exceptionnel, lorsqu'une telle aide est nécessaire pour assurer la continuité de la coopération entre la fin d'une situation de crise et l'instauration de conditions stables propices au développement et qu'elle ne peut être financée sur le budget général de l'Union européenne.
