Selon le CES, il faut traiter le problème des immigrants clandestins déjà présents sur le territoire de l'Union par une approche incluant l'ouverture de canaux légaux d'immigration, la lutte contre les organisations criminelles pratiquant la traite d'êtres humains et la régularisation progressive du grand nombre de clandestins.
