Rejects the use of the notion of ‘responsibility to protect’, as it violates international law and does not offer an adequate legal basis to justify the unilateral use of force, in many cases with the goal of regime change; condemns the unilateral assumption of the role of global police officer by powerful states such as the US or by NATO; also condemns so‑called selective airstrikes and the introduction of foreign troops on the ground; denounces NATO’s attempt to replace the pacification and stabilisation tasks that can only be implemented by broad consensus in the framework of the UN General Assembly;

2. est profondément préoccupé par l'actuel délitement économique et politique du pays, qui aggrave la situation déjà difficile de la population; condamne une nouvelle fois l'intervention militaire de 2011 en Libye menée à l'initiative de la France, du Royaume-Uni, des États-Unis et du Canada sous les auspices de l'OTAN sous prétexte d'appliquer la notion de "responsabilité de protéger", qui a conduit à la situation actuelle; est convaincu que cette intervention militaire étrangère a créé des conditions qui ont favorisé le processus actuel de destruction de la Libye et de déstabilisation de la région;

Expresses its deep concern about the current economic and political disintegration of the country, which is aggravating the fragile situation of the population; reiterates its condemnation of the 2011 military intervention in Libya led by France, the UK, the US and Canada under the auspices of NATO on the pretext of the so-called ‘responsibility to protect’ doctrine , which has led to the current situation; is convinced that this foreign military intervention has been the breeding ground for the current situation of the destruction of Libya and destabilisation of the region;

41. est extrêmement préoccupé par la détérioration de la situation humanitaire et sécuritaire en Syrie des suites de l'occupation d'une partie importante du territoire par l'organisation dite "de l'État islamique"; condamne de nouveau fermement les violations systématiques des droits de l'homme commises par les organisations terroristes; est aussi particulièrement préoccupé par les atteintes aux droits de l'homme commises par le régime syrien, notamment les atteintes à la liberté d'expression, les détentions arbitraires et la répression à l'encontre des défenseurs des droits de l'homme; souligne que le conflit a été exacerbé par le commerce des armes et la fourniture d'armes; condamne fermement les différentes interventions occidentales de ces dernières années, qui ont eu des conséquence dramatiques dans la radicalisation des individus, en particulier au Moyen-Orient et dans les pays du voisinage méridional; condamne énergiquement le soutien direct ou non direct que les États-Unis, l'Union européenne, l'OTAN et les monarchies du Golfe ont fourni et continuent de fournir aux groupes terroristes; salue les efforts en faveur d'un dialogue politique sous l'égide des Nations unies pour sortir de la crise politique dans le pays et souligne que celui-ci, pour être efficace, doit inclure également les membres de l'opposition pacifique au régime syrien;
41. Is extremely concerned about the deterioration in the humanitarian and security situation in Syria due to the occupation of a large part of the territory by the so-called 'Islamic State' organisation; once again strongly condemns the systematic human rights violations committed by terrorist organisations; is also particularly concerned about the violations of human rights committed by the Syrian regime, particularly breaches of freedom of expression, arbitrary detention and repression against human rights defenders; stresses that the conflict has been exacerbated by arms trading and arms supplies; strongly condemns the various Western interventions of recent years, which have had serious consequences in terms of the radicalisation of individuals, especially in the Middle East and southern neighbourhood countries; condemns in the strongest terms the direct or indirect support that the United States, the EU, NATO and the Gulf monarchies have given, and continue to give, to terrorist groups; welcomes the efforts to promote political dialogue under the aegis of the UN to overcome the political crisis in the country and stresses that, in order to be effective, the dialogue must also involve members of the peaceful opposition to the Syrian regime;

therefore this House condemns this government and calls for it to immediately notify NATO of our intention to begin withdrawing Canadian Forces now in a safe and secure manner from the counter-insurgency mission in Afghanistan, and calls for Canada to focus its efforts to assist the people of Afghanistan on a diplomatic solution, and redouble its commitment to reconstruction and development.
