Cette approche théorique permet d’incorporer les évolutions technologiques, les besoins du marché et les initiatives de coopération entre partenaires issus de différents États membres; alliée à la possibilité de contribution à hauteur de 50 % pour la préparation des projets, elle a eu une incidence notable sur le développement de projets transfrontaliers, qui sinon n’auraient peut-être pas existé. Les méthodes flexibles de mise en œuvre de projets de ce type, fondées sur des objectifs et critères préétablis, devraient aussi se prêter à la réalisation d'autres objectifs de la politique de transport, à savoir la fourniture de services de transport efficaces (du point de vue économique comme environnemental), sûrs, fiables et de grande qualité.
As regards intelligent transport systems, TEN-T policy has helped in particular to prepare Galileo and the Single European Sky Air Traffic Management Research (SESAR) ( major European projects which, once operational, are expected to make the use of transport infrastructure far more efficient. In road, rail and air transport, as in Vessel Traffic Management and River Information Services, ITS projects have been developed in a flexible way, on the basis of characteristics set out in the TEN-T Guidelines. This conceptual approach makes it possible to incorporate technological developments, market needs and cooperation initiatives between partners from different Member States and, combined with the 50% funding possibility for project preparation, has had a significant impact on the development of cross-border projects which might not have existed otherwise. This kind of flexible approach to project development, based on pre-established objectives and criteria, should also be lend itself to achieving other transport policy objectives – the provision of efficient (both economically and environmentally), safe, secure and high quality transport services.

Pour y parvenir, un ensemble de mesures diversifiées est nécessaire, parmi lesquelles des mesures en faveur des infrastructures telles que le déploiement précoce d'infrastructures de réseau pour les véhicules électriques, la gestion intelligente du trafic, une logistique plus performante, la poursuite de la réduction des émissions de CO2 dans les secteurs du transport routier, aérien et maritime, notamment le lancement d'une initiative européenne majeure en faveur des véhicules propres et économes en énergie[2], qui aidera à promouvoir de nouvelles technologies, notamment les véhicules électriques et hybrides, grâce à la combinaison de travaux de recherche, de l'établissement de normes communes et du développement des infrastructures nécessaires.
This can be done through a mix of measures, e.g. infrastructure measures such as early deployment of grid infrastructures of electrical mobility, intelligent traffic management, better logistics, pursuing the reduction of CO2 emissions for road vehicles, aviation and maritime sectors, including the launch of a major initiative on clean and energy efficient vehicles[2] which will help to promote new technologies including electric and hybrid cars through a mix of research, setting of common standards and developing the necessary infrastructure support.

In preparation for the enlargement of the European Union to the east, in 1996 the European Commission set up the Transport Infrastructure Needs Assessment (TINA) to oversee and co-ordinate the development of an integrated transport network in the 11 countries that have applied for EU membership; Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia, Slovenia and Cyprus, and to ensure coherence with the TransEuropean Transport Network (TENs) within the EU.

She also pointed out the importance of the financial efforts made by the EU for transport infrastructure in Central and Eastern Europe, thanks to the PHARE programme and the ISPA instrument - which devotes almost Euro 520 million per year to transport infrastructure for the period 2000-2006. She stressed the need for interconnections between the EU and the rest of Europe, already carried out by the setting up of 10 Pan-European transport corridors since June 1997 and the process of Transport Infrastructure Needs Assessment (TINA), which provided valuable elements for the identification of different needs and the existing bottlenecks.

Key issues to be addressed by this initiative, the Transport Infrastructure Needs Assessment (TINA), will include: - the establishment of multimodal network plans for the Central European countries, comparable to the existing TENs in the EU, to ensure adequate East-West and North-South links throughout the region as well as with the enlarged Union's Eastern and Southern neighbours, - the identification of priority projects of common interest necessary to make the network function, - an examination of financing possibilities, both public and private.
