Recognises the significant progress made by Belgrade's authorities in cooperating with the ICTY; endorses and repeats the call by the UN Chief Prosecutor, Carla Del Ponte, for former commander Ratko Mladic and former leader of Republika Srpska Radovan Karadjic to be immediately handed over to the ICTY; recalls that full and active cooperation with the ITCY is an essential prerequisite for pursuing negotiations on an SAA; therefore urges the Serb authorities not to miss the window of opportunity which is being offered to them and to pursue resolutely their policy of further European integration; reminds them that it is vital to ensure that the government's policy towards the ICTY enjoys the full support, at all levels, of the administration, police, judiciary and army;

Urges all Member States to collaborate fully in international criminal justice mechanisms, and especially in bringing fugitives to justice; in this regard, notes with satisfaction the cooperation of the Democratic Republic of the Congo in the transfer of Germain Katanga to the ICC, the cooperation of Serbia in the arrest and transfer of Zdravko Tolimir to the International Criminal Tribunal for the former Yugoslavia (ICTY) and the cooperation of Serbia and Montenegro in the arrest and transfer of Vlastimir Đjorđjević to the ICTY; however, notes with concern the persistent failure of Sudan to cooperate with the ICC by arresting and transferring Ahmad Muhammad Harun and Ali Muhammad Ali Abd-Al-Rahman; notes with concern that the ICC warrants for the arrest of four members of the Lord's Resistance Army in Uganda have not yet been executed; also notes with concern that Radovan Karadžić and Ratko Mladić remain at large and have not been brought before the ICTY; in this regard, calls on the Serbian authorities to ensure full cooperation with the ICTY, which should lead to the arrest and transfer of all remaining indictees, in order to open the way to the ratification of a Stabilisation and Association Agreement; considers further that the current proceedings brought against Liberia's former President, Charles Taylor, by the Special Court for Sierra Leone in The Hague constitute a significant development towards the ending of impunity;

4. prie les autorités de la Republika Srpska de collaborer pleinement, selon la demande formulée le 18 avril 2001 par la Commission des droits des l'homme des Nations unies, avec le Tribunal pénal international pour l'ex-Yougoslavie, notamment en vue de l'arrestation de l'ex-président Radovan Karadjic et de l'ex-général bosno-serbe Ratko Mladic;
4. Calls on the authorities of the Republika Sprska to cooperate fully with the International Criminal Tribunal for the Former Yugoslavia, and in particular to arrest former President Radovan Karadjic and former Bosnian Serb general Ratko Mladic, as requested in the UN Commission on Human Rights on 18 April 2001;
