1. La contribution financière maximale de l'Union à l'initiative Shift2Rail s'élève à 450 000 000 EUR, y compris les contributions des pays de l'Association européenne de libre-échange (AELE); elle est prélevée sur les crédits du budget général de l'Union alloués au programme spécifique d'exécution d'«Horizon 2020», établi par la décision 2013/743/UE, conformément aux dispositions pertinentes de l'article 58, paragraphe 1, point c) iv), et aux articles 60 et 61 du règlement (UE, Euratom) no 966/2012 concernant les organismes visés à l'article 209 dudit règlement.
1. The maximum Union financial contribution to the Shift2Rail initiative shall be EUR 450 000 000, including EFTA contributions, paid from the appropriations in the general budget of the Union allocated to the Specific Programme, implementing Horizon 2020, established by Decision No 2013/743/EU, in accordance with the relevant provisions of Article 58(1)(c)(iv) and Articles 60 and 61 of Regulation (EU, Euratom) No 966/2012 for bodies referred to in Article 209 of that Regulation.

13. a décidé de virer un crédit de 46,2 millions d'euros du chapitre 102 (réserve pour le statut des membres) à l'article 209 (crédit provisionnel destiné aux investissements immobiliers de l'institution) étant donné qu'il est à présent manifeste que le statut des députés n'entrera pas en vigueur au cours de l'exercice 2004;
13. Has decided to transfer an allocation of EUR 46.2 million from Chapter 102 (Reserve for the Statute for Members) to Article 209 (Provisional appropriation to cover the institution's property investments), as it is now clear that the Statute for Members will not enter into force in the financial year 2004;

8. approuve la décision exprimée par le Bureau d'affecter, dans son budget 2002, 42 690 000 d'euros à l'opération d'effort initial soutenu pour contribuer à remédier à la situation précaire de la rubrique 5; estime qu'une telle initiative doit être considérée comme un geste politique envers la Commission et les autres institutions eu égard à la situation exceptionnelle des dépenses administratives; rappelle, toutefois, que ces crédits étaient prévus pour la politique immobilière du Parlement et relève que les actions envisagées sont désormais reportées de 2002 à 2003; a décidé, par conséquent, d'inscrire dans son budget 2003 un montant supplémentaire de 35 millions d'euros à l'article 209 ("Crédit provisionnel destiné aux investissements immobiliers de l'institution");
8. Welcomes the decision of its Bureau to make an amount of EUR 42 690 million available in its 2002 Budget for the frontloading operation to help solve the precarious situation in heading 5; considers that this measure is to be seen as a political gesture towards the Commission and the other institutions in the light of the exceptional situation in administrative expenditure; recalls, however, that these appropriations were earmarked for Parliament's property policy and notes that envisaged measures are now postponed from 2002 to 2003; has decided, therefore, to enter an additional amount of EUR 35 million against Article 209 (Provisonal appropriation to cover the institution's property investments) in its 2003 budget;

22. convient d'inscrire le crédit restant à l'article 209 ("Crédit provisionnel destiné aux investissements immobiliers de l'institution”) en regard du poste 2000 ("Loyers et redevances emphytéotiques”) pour faciliter la poursuite des paiements anticipés, à compter de février 2002, pour les bâtiments du Parlement;

Welcomes the Bureau's proposal to enter a reserve for property investments in Article 209 ("Provisional appropriation to cover the institution's property investments”) for the accelerated repayment of buildings, as this will continue to produce major savings for the taxpayer; can agree, as a financially sound measure, to accelerated funding of the Louise Weiss Building in Strasbourg before the full impact of enlargement-related expenditure in Parliament's section of the budget takes effect, as advice from Parliament's Legal Service confirms that these arrangements will not pre-empt any future political decisions, nor will it have any effect on the current legal situation;
