In accordance with item 25 of the Inter-Institutional Agreement of 1999, this Commission proposal will now be debated and processed by both Parliament and the Council, as the Inter-Institutional Agreement states quite clearly that adjustment of the Financial Perspective in the course of any enlargement is a matter for a joint resolution by Parliament and the European Council.

The committee makes the point that, with regard to the Regional Strategy Document 2007-2013 and the Multiannual Indicative Programme for Asia proposed by the Commission, and taking account of the regulation establishing a financing instrument for development cooperation, which stipulates that 'the primary and overarching objective of cooperation under this Regulation shall be the eradication of poverty in partner countries and regions in the context of sustainable development', it is impossible to understand, for example, how ‘in the area of support to the Association of South-East Asian Nations (ASEAN), the stated objectives of the 'institutional support and region-to-region dialogue' programme include 'support[ing] possible ASEAN-EU Free Trade Agreement negotiations and implementation' and 'rais[ing] the visibility of EC contribution to ASEAN'.

Or, même si l'accord stipule en son article 5.2 que "un dialogue politique est établi entre le Parlement européen et l'Assemblée du peuple de l'Egypte", il est à regretter le manque de références institutionnelles plus précises, ainsi que l'absence de toute référence au rôle de la société civile en relation avec l'accord.
But, although Article 5(2) of the agreement states that 'there shall be a political dialogue between the European Parliament and the Egyptian People's Assembly', it is regrettable that there are no more precise references to institutions, and no reference at all to the role of civil society in relation to the agreement.
