La conférence des parties à la convention-cadre des Nations unies sur les changements climatiques (CCNUCC), agissant comme réunion des parties au protocole de Kyoto, a adopté l'amendement de Doha instaurant la deuxième période d'engagement du protocole de Kyoto, qui a débuté le 1er janvier 2013 et se terminera le 31 décembre 2020 (ci-après l'«amendement de Doha»).
The Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) serving as the meeting of the Parties to the Kyoto Protocol adopted the Doha amendment, establishing a second commitment period of the Kyoto Protocol, starting on 1 January 2013 and ending on 31 December 2020 (‘the Doha Amendment’).

L'administrateur central veille à ce que les URE délivrées après le 31 décembre 2012 pour des réductions d'émission réalisées jusqu'au 31 décembre 2012 et relatives à des projets dans des pays tiers qui n'ont pas d'objectifs d'émission quantifiés juridiquement contraignants pour la période allant de 2013 à 2020 établis dans le cadre d'une modification du protocole de Kyoto au titre de son article 3, paragraphe 9, ou qui n'ont pas déposé d'instrument de ratification relatif à une telle modification du protocole de Kyoto ne soient détenues sur les comptes SEQE du registre de l'Union que si ces URE se rapportent à des réductions d'émission vérifiées conformément à la procédure de vérification du comité de supervision de l'application conjointe établie dans la décision 9/CMP.1 (ci-après la procédure dite de la «seconde filière» - «track 2 procedure» en anglais) ou, lorsqu'une telle vérification se révèle impossible, s'il a été certifié que ces URE ont été délivrées pour des réductions d'émission ayant eu lieu jusqu'au 31 décembre 2012 par une entité indépendante accréditée au titre de la décision 9/CMP.1.
2. The central administrator shall ensure that ERUs issued after 31 December 2012 in respect of emission reductions taking place until 31 December 2012 and relating to projects in third countries which do not have legally binding quantified emission targets from 2013 to 2020 as set out within an amendment to the Kyoto Protocol pursuant to its Article 3, paragraph 9, or that have not deposited an instrument of ratification relating to such an amendment to the Kyoto Protocol are only held in ETS accounts in the Union Registry where they relate to emission reductions verified in accordance with the verification procedure under the Joint Implementation Supervisory Committee set out in Decision 9/CMP.1 (pursuant to the so-called ‘track 2 procedure’), or, if such verification is not possible, if they have been certified as having been issued in respect of emission reductions taking place until 31 December 2012 by an independent entity accredited pursuant to Decision 9/CMP.1.

At the Doha Climate Change Conference in December 2012, parties to the Kyoto Protocol to the United Nations Framework Convention on Climate Change (‘the Kyoto Protocol’) adopted the Doha Amendment, establishing a second commitment period of the Kyoto Protocol, starting on 1 January 2013 and ending on 31 December 2020 (‘the Doha Amendment’).

L'Union et ses États membres remplissent leurs engagements prévus à l'article 3 du protocole de Kyoto et de l'amendement de Doha conformément à la notification des termes de l'accord relatif à l'exécution conjointe des engagements de l'Union européenne, de ses États membres et de l'Islande prévus à l'article 3 du protocole de Kyoto, conformément à l'article 4 du protocole de Kyoto (ci-après dénommée la «notification»), qui figure à l'annexe I de la présente décision.
The Union and its Member States shall fulfil their commitments under Article 3 of the Kyoto Protocol and the Doha Amendment in accordance with the notification of the terms of the agreement to fulfil jointly the commitments of the European Union, its Member States and Iceland under Article 3 of the Kyoto Protocol in accordance with Article 4 of the Kyoto Protocol (‘the Notification’), set out in Annex I to this Decision.

1. se félicite du large consensus des communautés scientifique et politique sur la gravité des changements climatiques; réclame instamment la conclusion d'un accord mondial post-Kyoto ambitieux, conforme au scénario du groupe de travail III du GEIC quant à la nécessité de limiter l'augmentation de la température à 2°C et d'apporter des ajustements correspondants aux autres accords internationaux relatifs au commerce, à l'aviation civile et à la propriété intellectuelle; estime qu'un cadre pour l'après 2012 devrait permettre aux différents pays de participer, en fonction de leur situation nationale, selon une approche multiétape à court terme, et que, à moyen terme, il conviendrait d'attribuer les droits d'émission par habitant, d'abord pour les pays industrialisés mais, par la suite, pour tous les autres pays; invite le Conseil et la Commission à œuvrer dans le sens d'un consensus sur un cadre pour l'après 2012 en élargissant la portée des engagements afin d'inclure les acteurs de première importance qui ne sont actuellement pas parties au protocole de Kyoto, notamment les États-Unis et l'Australie, et à collaborer avec les États et les entreprises pris individuellement en l'absence d'engagement de la part de leurs gouvernements;

Welcomes the broad scientific and political consensus on the seriousness of climate change; urges the conclusion of an ambitious, worldwide, post-Kyoto agreement, in line with the scenario of IPCC Working Group III , on the need to limit temperature increases to 2°C and for corresponding adjustments to be made to other international agreements concerning trade, civil aviation and intellectual property; considers that a post-2012 framework should allow different countries to participate, according to their national circumstances, through a short-term, multi-stage approach and that, in the medium-term, emissions should be allocated on a per capita basis, first to developed countries, but eventually to all countries; calls on the Council and the Commission to work towards building a consensus on a post-2012 framework through broadening engagement, to include key parties currently outside of the Kyoto Protocol, notably the USA and Australia, and to collaborate with individual states and businesses in the absence of any commitment made by their governments;

Europe has committed itself to the Kyoto commitments and to post-Kyoto, and that puts the spotlight even more strongly on the serious responsibility of the US Administration, which, however, is opposed even to ratifying Kyoto or to addressing the post-Kyoto period, as was supposed to have happened in Buenos Aires.

- (PT) Monsieur le Président, Mesdames et Messieurs les Députés, huit ans après Rio de Janeiro et trois ans après Kyoto, nous pouvons affirmer sans exagérer que le dossier des changements climatiques connaît aujourd'hui son moment le plus critique, son véritable moment de vérité, pour deux raisons essentielles : premièrement, parce que sur le plan institutionnel la CdP6, qui se tiendra à La Haye en novembre, procédera à la rédaction finale du protocole de Kyoto et ouvrira la phase de ratification du protocole afin que celui-ci puisse entrer en vigueur pour la conférence de "Rio - plus dix", c'est-à-dire en 2002.
– (PT) Mr President, ladies and gentlemen, eight years on from Rio de Janeiro and three years on from Kyoto it is no exaggeration to say that the dossier on climate change has now reached its most critical moment, its real moment of truth, for two basic reasons: first, because at an institutional level COP-6, which will take place in The Hague this November, is to draw up the Kyoto Protocol in its final form and initiate the Protocol ratification stage so that it can come into force by the ‘Rio Plus Ten’ Conference, i.e. by 2002.
