Quant à l'allégation selon laquelle les briquets fabriqués en Chine étaient déclarés à tort comme ayant une origine différente, la Commission a conclu que, compte tenu des faibles quantités importées de Hong Kong et du fait que la capacité de production d'un producteur établi à Macao était suffisamment importante pour correspondre aux exportations totales originaires de Macao, les mesures antidumping ne devraient pas être étendues à Hong Kong et à Macao.
As to the allegation that lighters produced in China were being incorrectly declared as being of another origin, the Commission concluded that in view of the small quantities imported from Hong Kong, and given that the production capacity of a Macao-based producer was sufficient to account for the total exports from Macao, the anti-dumping measures should not be extended to Hong Kong and Macao.
