On behalf of Euratom, the European Commission today approved an amendment to the decision taken in 2000 to grant a loan to the Ukrainian National Nuclear Power Company Energoatom for unit 2 at Khmelnitsky and unit 4 at Rovno nuclear power plants in Ukraine, the so-called K2R4 project.

As regards nuclear safety, the EU will express its regret about the Ukrainian decision to abandon the international project for the completion of the two reactor units K2R4 and will express the strong desire that the envisaged alternative option guarantees the highest safety level in line with the Memorandum of Understanding signed by Ukraine, the G7 countries and the European Commission on the Chernobyl closure.

Welcomes the fact that the Ukraine has honoured its commitment to close the Chernobyl nuclear power plant before the end of 2000; urges the EU to support the Ukraine in radically improving its energy intensity, so as to permit it to end its reliance on nuclear power altogether; also urges the Ukraine to improve cash collection, so as to at least distribute the social and economic impact of the inevitable electricity price increases associated with the financing of K2R4, and to ensure that safety funding is not compromised, should that project actually proceed;

Conformément au Memorandum G7 Ukraine de 1995 sur la fermeture de Tchernobyl , la Commission continuera également à garantir l'achèvement des réacteurs K2R4 en conformité avec les normes de sûreté internationales et envisage un prêt Euratom pour ces réacteurs, afin de compléter le financement de la BERD et d'autres organismes bilatéraux de crédit à l'exportation.
In line with the 1995 G7-Ukraine memorandum on the closure of Chernobyl the Commission will also pursue its policy of ensuring that the K2R4 reactors are completed to an internationally acceptable safety level, and is considering a Euratom loan for these reactors to complement financing from the EBRD and from bilateral export credit agencies.
