4. A Member State concerned shall refuse to authorise a substantial modification if it disagrees with the conclusion of the reporting Member State as regards the substantial modification of aspects covered by Part I of the assessment report on any of the grounds referred to in second subparagraph of paragraph 2, or if it finds, on duly justified grounds, that the aspects covered by Part II of the assessment report are not complied with, or where an ethics committee has issued a negative opinion which in accordance with the law of the Member State concerned, is valid for that entire Member State.

Anita Neville: With regard to the New Horizons for Seniors Program: (a) how many applications have been received from Manitoba in the last three proposal calls; (b) what organizations have received funding from the Program in Manitoba from the last three proposal calls; (c) how many weeks was the call for proposals available for all organizations; (d) what are the criteria for funding in each of the last three proposal calls; and (e) what is the rationale for any changes that have been made in the program criteria over the last three proposal calls?

This situation has some undesirable repercussions: namely, it entails an unjustified additional administrative burden for the competent authorities and pharmaceutical businesses; logistical issues for the actual implementation of changes; and widely differing deadlines for introducing changes to the summary of characteristics of the product and the information leaflet for health care personnel and patients, with a knock-on effect on the overall working of the single market in pharmaceutical products. Lastly, it adversely affects patients, since the introduction of some changes that improve the effectiveness of a medicine may be delayed or, worse, never happen at all.
