Mon deuxième commentaire est le suivant: M. Corbett a déclaré à juste titre que le Parlement avait acquis un droit de codécision après un certain temps et qu’il manquait dès lors quelque chose à l’article 205, paragraphe 2, en ce sens qu’il ne fait que préciser que la Commission ne peut plus retirer de législation après que le Conseil a rendu sa position commune, sans pour autant énoncer qu’elle ne peut pas non plus le faire à l’issue de la première lecture au Parlement.
My second observation is this: Mr Corbett said, and rightly, that Parliament acquired the right of codecision over a period of time and that there is therefore something missing from Article 250(2), in that it states only that the Commission can no longer withdraw legislation once the Council has delivered its Common Position, but it does not state that it could not do so either following the first reading in this House.
