(12) Following the authorization for participation of national, regional, sub-regional and local authorities and organizations, as well as, where appropriate, other public bodies or institutions ( including public service providers) from an overseas country or territory ( ‘OCT’) in an EGTC, based on Council Decision 2013/.EU on the association of OCT with the EU (‘Overseas Association Decision’) and taking into account the intention that for the 2014 to 2020 programming period a special additional financial allocation will reinforce the cooperation of the outermost regions of the Union with neighbouring third countries and some of the neighbouring OCTs as listed in Annex II to the Treaty the legal instrument of EGTC should be also opened to members from OCTs.
