En vertu de l’article 5, paragraphe 1, du règlement (CE) no 247/2006, le sucre C importé aux Açores, à Madère et aux îles Canaries bénéficie, dans la limite des bilans prévisionnels d’approvisionnement, du régime d’exonération des droits d’importation pendant la période fixée à l’article 10, paragraphe 1, du règlement (CE) no 1260/2001 du Conseil du 19 juin 2001 portant organisation commune des marchés dans le secteur du sucre (4).
Article 5(1) of Regulation (EC) No 247/2006 provides for an exemption, within the limit of the forecast supply balance, from import duties for the supply of C sugar to the Azores, Madeira and the Canary Islands for the period laid down in Article 10(1) of Council Regulation (EC) No 1260/2001 of 19 June 2001 on the common organisation of the markets in the sugar sector (4).

For that reason, so that they can carry out the appropriate measures, the Member States should have at their disposal sums equivalent to the support already granted by the Community under Council Regulation (EC) No 1452/2001 of 28 June 2001 introducing specific measures for certain agricultural products for the French overseas departments (Poseidom) , Council Regulation (EC) No 1453/2001 and Council Regulation (EC) No 1454/2001 of 28 June 2001 introducing specific measures for certain agricultural products for the Canary Islands (Poseican) and sums granted to farmers established in those regions under Council Regulation (EC) No 1254/1999 of 17 May 1999 on the common organisation of the market in beef and veal , Council Regulation (EC) No 2529/2001 of 19 December 2001 on the common organisation of the market in sheepmeat and goatmeat , Council Regulation (EC) No 1784/2003 of 29 September 2003 on the common organisation of the market in cereals and sums granted for the supply of rice to the French overseas department of Réunion under Article 5 of Council Regulation (EC) No 1785/2003 of 29 September 2003 on the common organisation of the market in rice .

Afin de tenir compte de la forte dépendance des Açores vis-à-vis de la production laitière, à laquelle s’ajoutent d’autres handicaps liés à leur ultrapériphéricité et l’absence d’une production de remplacement rentable, il est nécessaire de confirmer la dérogation qui avait été faite à certaines dispositions du règlement (CE) no 1788/2003 du Conseil du 29 septembre 2003 établissant un prélèvement dans le secteur du lait et des produits laitiers (7), introduite par l’article 23 du règlement (CE) no 1453/2001 du Conseil du 28 juin 2001 portant mesures spécifiques concernant certains produits agricoles en faveur des Açores et de Madère (Poseima) (8) et prolongée par le règlement (CE) no 55/2004 du Conseil (9) en ce qui concerne l’application du prélèvement supplémentaire dans le secteur du lait et des produits laitiers dans les Açores.
In line with the high dependence of the Azores on milk production, combined with other handicaps connected with their distant location and the absence of profitable alternative lines of production, the derogation from certain provisions of Council Regulation (EC) No 1788/2003 of 29 September 2003 establishing a levy in the milk and milk products sector (7), introduced by Article 23 of Council Regulation (EC) No 1453/2001 of 28 June 2001 introducing specific measures for certain agricultural products for the Azores and Madeira (Poseima) (8) and renewed by Council Regulation (EC) No 55/2004 (9) should be confirmed with respect to the application of the supplementary levy in the milk and milk products sector in the Azores.
