Urges the Commission to draw up a new policy for pesticides in line with the forthcoming EU chemicals policy on the basis of the principles advocated in the conclusions of the Environment Council of 7 and 8 June 2001, with particular focus on substances which are carcinogenic, mutagenic or toxic to reproduction and substances which are persistent, bioaccumulating and toxic or which otherwise give cause for serious concern, particularly endocrine-disrupting substances and VPVB (very persistent, very bioaccumulating) substances; these substances should, in principle, be avoided in plant protection products; consistency between the revision of Regulation (EEC) No 2455/92 concerning certain dangerous chemicals and Directive 91/414/EEC should also be taken into account;

Qu'aujourd'hui nous votions sur une communication relative aux dispositions communautaires et nationales applicables aux implants mammaires m'apporte évidemment une double satisfaction. D'abord, parce que c'est une reconnaissance de l'action de la commission des pétitions, qui a été la réelle initiatrice de cette communication. Ensuite, parce que l'excellent travail de Mme Stihler reprend, en les renforçant, presque toutes les suggestions faites dans la résolution de juin 2001, notamment en ce qui concerne la publicité, l'information qui doit être fournie aux patients, la garantie de grande qualité des implants, la recherche, la responsabilité qui incombe autant aux fabricants qu'aux chirurgiens et aux cliniques, ainsi que l'invitation faite aux États membres de tenir des registres nationaux et de prévoir un formulaire de consentement.
It will therefore be evident that our vote today on a communication dealing with Community and national provisions on breast implants is a matter of twofold satisfaction to me; firstly, because it gives recognition to the action taken by the Committee on Petitions, which was the true initiator of this communication, and then because Mrs Stihler's excellent work takes up and gives added weight to almost all the proposals made in the June 2001 resolution, especially as regards advertising, the information required to be given to patients, the guarantee of the implants' high quality, research, the responsibilities placed not only on manufacturers, but also on surgeons and clinics, as well as the invitation extended to the Member States to maintain national registers and to make provision for a consent form.
