- (EN) Monsieur le Président, il s’agit pour nous du dernier chapitre d’une très longue histoire qui avait commencé par une proposition de la Commission en juillet 2003, laquelle avait déjà été le résultat d’une longue période de préparation.
– Mr President, this is, for us, the final chapter of a very long-running play that started with a Commission proposal in July 2003, but had a longer period of preparation stretching back beyond that.

Dans le cas d’espèce, la Commission note, à la lumière du point 40 des lignes directrices, que des ventes significatives d’actifs essentiellement navals, à hauteur de 26,25 millions d’euros de produit net des dettes financières associées (203), ont été réalisées entre le 18 février 2002, date de la notification par les autorités françaises de l’aide à la restructuration, et le 9 juillet 2003, date à laquelle la Commission a rendu sa décision d’autorisation de l’aide à la restructuration.
In the present case, the Commission notes, having regard to point 40 of the Guidelines, that significant sales of essentially naval assets amounting to EUR 26,25 million in net proceeds from associated debts (203) occurred between 18 February 2002, the date on which the restructuring aid was notified by the French authorities, and 9 July 2003, the date on which the Commission issued its decision to approve the restructuring aid.

The Agreement is attached to Commission Decision 2003/564/EC of 28 July 2003 on the appli cation of Council Directive 72/166/EEC relating to checks on insurance against civil liability in respect of the use of motor vehicles (2) by which the Commission fixed the date from which Member States would refrain from making checks on insurance against civil liability in respect of vehicles which are normally based in the territory of one of the States having signed the Agreement and which are subject to Agreement.

Apart from the measures referred to above, the agreement of 2 August 2003 referred to a measure which the Commission had learned of through press reports and on which France had been asked to provide information by letter dated 10 July 2003 (measure 7, former measure 5): according to the press, the nuclear group Areva had made a bid for Alstom’s TD business, allegedly for an amount in excess of EUR 1 billion.
