4. prend acte de l'engagement de la Pologne en matière de modernisation du secteur agricole; souligne en particulier l'intérêt que revêt le programme "Politiques structurelles cohérentes pour le développement rural et agricole”, approuvé par le gouvernement polonais le 13 juillet 1999; note toutefois que les difficultés liées à la réalisation du programme susmentionné découlent principalement de l'absence de stratégie financière concrète; constate, par ailleurs, que des efforts considérables restent à accomplir dans ce domaine, vu la lenteur de la réforme structurelle globale de l'agriculture polonaise;

Notes Poland's undertaking to modernise the agricultural sector; stresses in particular the importance of the programme entitled 'A coherent structural policy for agricultural and rural development' approved by the Polish Government on 13 July 1999; notes, however, that the difficulties involved in implementing the abovementioned programme stem chiefly from the lack of a positive financial strategy; observes, in addition, that considerable efforts must still be made in this field in view of the slow pace of the overall structural reform of Polish agriculture;

29. rappelle que, à maintes occasions, le Parlement a plaidé en faveur de l'égalité des chances entre hommes et femmes, et en particulier de la promotion de femmes aux postes à responsabilités au sein des institutions européennes; regrette que cet objectif n'ait pas été atteint au cours de la période 1999-2001; est préoccupé par le fait que les femmes ne représentent que 22 % des fonctionnaires de catégorie A, et qu'aucune femme n'a été nommée aux trois postes de directeur général récemment pourvus; regrette qu'au cours de la période allant de juillet 2000 au 15 décembre 2001, sur six postes A1/A2, un seulement soit allé à une femme, sur douze postes A3, tous aient été attribués à des hommes et sur quatre postes LA3, un seulement ait été confié à une femme; constate par ailleurs que pour le reste des promotions de la catégorie A en 2001, 14,3 % seulement des femmes promouvables ont été promues, contre 30,8 % des hommes; prend note de la tendance positive envers le recrutement de femmes à des postes d'administrateurs en 2001 (7 hommes/7 femmes) ;
29. Points out that on more than one occasion it has strongly advocated the need for equal opportunities between men and women, in particular the promotion of women to senior levels in the European institutions; regrets that over the whole period 1999-2001 this objective has not been achieved; is concerned that only 22% of 'A' grade employees are women, that none of the 3 recent Director-General appointments were female; regrets that over the period July 2000 to 15 December 2001, out of 6 A1/A2-posts only one woman was appointed, out of 12 A3-posts only men were appointed and out of 4 LA 3-posts only one woman was appointed; also notes that for the remaining promotions in category A in 2001 out of all the men and women eligible for promotion only 14,3% of women were promoted whereas 30,8% of men were promoted; notes a positive trend in recruitment of female administrators in 2001 (7 men/7 women) ;

The appointment of the director of OLAF requires the opinion of the OLAF Supervisory Committee. The Council therefore welcomes the fact that the European Parliament following the Council's and the Commission's decisions from the end of May, approved the names of the members of the Supervisory Committee , and notes with satisfaction that this Committee has its constitutive meeting on 12 July 1999.
