A cet effet, le Conseil a invité la Commission à poursuivre ses travaux concernant la phase de définition qui, comme cela est souligné dans la résolution du Conseil du 19 juillet 1999, couvre plusieurs aspects, notamment les négociations avec les Etats-Unis et la Russie et la participation éventuelle d'autres pays tiers, le statut juridique de Galileo, l'institution d'un comité directeur GALILEO, la sécurité du système, le partenariat entre le secteur public et le secteur privé et l'analyse coûts/bénéfices.
To this effect, the Council invited the Commission to continue its work on the definition phase which, as outlined by the Council Resolution of 19 July 1999, covers several aspects. They include, in particular, the negotiations with the US and Russia and the possible participation of other third countries, the legal status of Galileo, the institutionalisation of a Galileo Steering Committee, the security of the system, the public/private partnership and the cost/benefit analysis.
