Conformément au principe de proportionnalité énoncé à l’article 5 du traité sur l’Union européenne, le présent règlement n’excède pas ce qui est nécessaire pour atteindre l’objectif consistant à permettre à tous les citoyens européens de se prévaloir de la publication électronique du Journal officiel, étant donné que son objet se limite à ce que cette édition fasse désormais foi, au même titre que la publication imprimée le fait actuellement.
In accordance with the principle of proportionality, as set out in Article 5 of the Treaty on European Union, this Regulation does not go beyond what is necessary in order to achieve the objective of enabling all European citizens to rely on the electronic publication of the Official Journal, as its scope is limited to making such publication authentic, in the same way as the printed publication is today.

Étant donné la nécessité de déterminer dans un avenir très proche la date de lancement du VIS, la présente décision devrait entrer en vigueur le jour de sa publication au Journal officiel de l’Union européenne.
In view of the need to set the date for the start of the VIS in the very near future, this Decision should enter into force on the day of its publication in the Official Journal of the European Union.

37 However, as was determined in paragraphs 43 and 44 of the order under appeal, since the condition that the application must be signed by a lawyer authorised to practise before a court of a Member State is an essential procedural condition laid down by the Statute of the Court of Justice and published, inter alia, in the Selected Instruments taken from the Treaties of the European Union and in the OfficialJournal of the European Union, the appellants were thus put in a position to be aware of the existence of that condition and cannot reasonably maintain that the conduct of the Commission caused a pardonable confusion in their minds as to the rules relating to their legal representation before the Community courts.
