Que, de l’avis de la Chambre, le gouvernement devrait souscrire au rapport du Groupe de travail spécial sur les possibilités d’emploi des personnes handicapées intitulé « Repenser l’inCapacité dans le secteur privé » et à ses conclusions; et s’engager à poursuivre la coopération public-privé: a) en s’appuyant sur les initiatives gouvernementales existantes, comme le Fonds d’intégration, le régime enregistré d’épargne-invalidité, la ratification de la Convention des Nations Unies relative aux droits des personnes handicapées et les Ententes sur le marché du travail visant les personnes handicapées; b) en invitant les employeurs canadiens à prendre connaissance des conclusions du groupe d’experts et en les incitant à tirer parti des initiatives menées par le secteur privé pour accroître les niveaux d’emploi des personnes handicapées au Canada; c) en réclamant une meilleure reddition de comptes et une plus grande coordination du financement du marché du travail destiné aux personnes handicapées, et en s’assurant que les fonds sont octroyés selon les besoins et axés sur des indicateurs de rendement adéquats et de solides résultats tangibles; d) en se concentrant davantage sur les jeunes handicapés afin d’instaurer des mécanismes de soutien conçus spécialement pour accroître les niveaux d’emploi chez ces personnes, au moyen de programmes comme la Stratégie emploi jeunesse; e) en renforçant les efforts visant à identifier les approches novatrices utilisées partout au Canada pour favoriser l’emploi de personnes handicapées, et en s’assurant que les programmes sont suffisamment souples pour reproduire de telles approches.
That, in the opinion of the House, the government should endorse the report of the Panel on Labour Market Opportunities for Persons with Disabilities entitled “Rethinking disAbility in the Private Sector”, and its findings, and commit to furthering public-private cooperation by: (a) building on existing government initiatives, such as the Opportunities Fund, the Registered Disability Savings Plan, the ratification of the United Nations Convention of the Rights of Persons with Disabilities, and the Labour Market Agreements for Persons with Disabilities; (b) issuing a call to action for Canadian employers to examine the expert panel's findings and encouraging employers to take advantage of private sector-led initiatives to increase employment levels for persons with disabilities in Canada; (c) pursuing greater accountability and coordination of its labour market funding for persons with disabilities and ensuring that funding is demand driven and focussed on suitable performance indicators with strong demonstrable results; (d) establishing an increased focus on young people with disabilities to include support mechanisms specifically targeted at increasing employment levels among youth with disabilities, through programs such as the Youth Employment Strategy; and (e) strengthening efforts to identify existing innovative approaches to increasing the employment of persons with disabilities occurring in communities across Canada and ensuring that programs have the flexibility to help replicate such approaches.

Stresses the importance of creating employment opportunities for disabled young people, by establishing suitably adapted training programmes, and of encouraging more employment grants for this important sector of young people in the interests of their greater inclusion and achievement in society; calls on the Member States and the Commission to support information campaigns about education and training possibilities for young people with disabilities, such as the Exchange Ability project developed by the European Disability Forum and the Erasmus Student Network;

Au travers du présent rapport, la commission de la femme souhaite sensibiliser l'opinion publique européenne au droit des personnes handicapées d'être protégées contre la discrimination et de jouir pleinement et équitablement de leurs droits. Elle entend également susciter une réflexion et un débat sur les mesures nécessaires pour promouvoir l'égalité et l'échange d'expérience, renforcer la coopération entre toutes les parties prenantes, améliorer la communication sur le handicap et promouvoir une image positive des personnes handicapées. By means of this report the Committee on Women's Rights and Gender Equality wishes to raise public awareness of disabled people's right to protection against discrimination and to full and fair enjoyment of their rights; to prompt consideration and discussion of the action which needs to be taken in order to promote equality and the exchange of experience, to extend cooperation amongst all the parties involved, to improve communication regarding disability and to promote a positive image of disabled people; to raise awareness regarding the heterogeneous nature of the forms which disability and discrimination take and to devote particular attention to raising awareness regarding the right of disabled children and young people to equality in education as a means of facilitating and supporting their full integration within society and with a view to furthering the development of cooperation at European level amongst education professionals who work with disabled children and young people, in order to improve the integration of pupils and students with specific needs within ordinary or specialist schools and in exchange programmes at Member-State and EU level.
