The fathers of this vision – Jean Monnet, Robert Schuman, Konrad Adenauer, Alcide de Gasperi and others – probably could not even imagine that, 51 years after the formation of the European Communities, in a highly integrated European Union following its major expansion in the year 2004, Slovenia, as the first country among the new Member States, would be the presiding country and the Slovenian President would be addressing the European Parliament.

Je vous rappelle d’ailleurs que le drapeau adopté par l’Union européenne, 12 étoiles dorées en cercle sur fond bleu, et qui est accroché derrière vous, Madame la Présidente, fait référence aux 12 étoiles au-dessus de la tête de la Sainte-Vierge (révélation de Saint-Jean, chapitre 12).

Other organisations of interest to the Committee on Constitutional Affairs fall under Decision 100/2004 of 26 January 2004 (OJ L 30 of 4 February 2004), action programme to promote active european citizenship (civic participation), such as "Our Europe" Association (EUR 0,612 million, an increase of 2%over the 2004 budget), grants to European think tanks and organisations advancing the idea of Europe (2,405 million, no increase over 2004, because subject to the rule of gradual decrease), support for the Jean Monnet and the Robert Schuman House (0,383 million, an increase of 2% over the 2004 budget).

(10) The Jean Monnet and Robert Schuman houses are meeting places for the people of Europe, the aim being to set the pioneers and pioneering activities of European integration in the context in which two of the founding fathers of Europe lived and worked, and to provide information on today's and tomorrow's Europe; as such, these organisations pursue an aim of general European interest.

2. L'action Robert-Schuman complète l'action développée dans le cadre d'autres programmes, notamment le programme Leonardo da Vinci pour la mise en oeuvre d'une politique de formation professionnelle de la Communauté, l'action Jean-Monnet pour le développement des enseignements sur l'intégration européenne dans l'université ou encore le programme Grotius - action commune fondée sur l'article K.3 du traité sur l'Union européenne - d'encouragement et d'échanges destiné aux praticiens de la justice.
2. The Robert Schuman project shall complement action carried out under other Community programmes, in particular the Leonardo da Vinci programme for the implementation of a European Community vocational training policy, the Jean Monnet project to promote teaching on European integration at university level and the Grotius programme of incentives and exchanges for legal practitioners (joint action adopted on the basis of Article K.3 of the Treaty on European Union).
