14. salue l'engagement pris par le gouvernement bangladais de renforcer le département d'inspection des usines et des établissements industriels ainsi que la mise à niveau de son service d'inspection en janvier 2014; fait cependant observer que cette dernière reste incomplète et que le recrutement de 200 inspecteurs supplémentaires ne suffit toujours pas à donner au service d'inspection les moyens nécessaires pour inspecter un effectif de 4 millions de travailleurs; relève également que la base de données sur laquelle se fondent les inspections présente un manque cruel de fonctionnalités de partage des informations et des données; invite la Commission et les partenaires internationaux à fournir une assistance technique et à mettre en commun leurs bonnes pratiques pour aider à mettre le département à niveau; demande au gouvernement bangladais de respecter ses engagements concernant l'inspection du travail ainsi que la convention n° 81 de l'OIT, et de prendre note des observations du système de surveillance de l'OIT à cet égard; prie le gouvernement de s'assurer de la conduite réelle d'inspections en bonne et due forme;

Welcomes the commitments made by the Government of Bangladesh to bolster the Department of Inspections of Factories and Establishments (DIFE) and the upgrading of its inspection service in January 2014; notes, however, that this is still incomplete and the additional 200 inspectors still leave it below the necessary level to inspect a workforce of 4 million workers; also notes the inspection database lacks substantive information- and data-sharing capabilities; calls on the Commission and international partners to provide technical assistance and sharing of best practice to assist with the upgrade of DIFE; calls on the Government of Bangladesh to uphold its commitments on labour inspection and to respect ILO Convention 81 and take note of the observations of the ILO supervisory system in this regard, and calls on the government to ensure that it conducts effective inspections in practice;

On one hand, the finding of the inapplicability of Regulation 1023/2013 of the Parliament and of the Council of 22 October 2013 amending the Staff Regulations of Officials of the European Union and the Conditions of Employment of Other Servants of the European Union in that it provides for the suspension of the method of adjusting remuneration and introduces a solidarity levy, and, on the other hand, the annulment of the decision of the Council applying that solidarity levy from 1 January 2014 to the applicant’s remuneration although his remuneration is not subject to adjustment for the period between 1 January 2014 and 30 June 2015.

Since the Committee endorses the content of the proposal and has already set out its views on the subject in its earlier opinion CESE 794/2011 — 2010/0373 (COD), adopted on 5 May 2011 (1), it decided, at its 495th plenary session of 21 and 22 January 2014 (meeting of 21 January), by 159 votes to 1 with 4 abstentions, to issue an opinion endorsing the proposed text and to refer to the position it had taken in the above-mentioned document.
