rappelle qu'Oleg Orlov a reçu le prix Sakharov 2009 du Parlement européen et qu'il se trouve sous sa protection spéciale morale et politique; demande instamment au gouvernement russe d'autoriser M. Orlov à participer, sans entrave, à la cérémonie de remise du prix Sakharov 2010 à Strasbourg;
