Condemns the abduction by the CIA of the German national, Khaled el Masri, who was held in Afghanistan from January to May 2004 and subjected to degrading and inhuman treatment; notes further the suspicion – not yet allayed – that Khaled el Masri was illegally held before that date, from 31 December 2003 to 23 January 2004, in the Former Yugoslav Republic of Macedonia and that he was transported from there to Afghanistan on 23-24 January 2004; considers the measures that the Former Yugoslav Republic of Macedonia claims to have taken to investigate the matter to be inadequate;

Le Conseil européen de Bruxelles d’octobre 2003 a avalisé le deuxième plan d’action en faveur de la dimension septentrionale, qui est entré en vigueur le 1 janvier 2004 et couvre la période 2004 - 2006. Ce deuxième plan a tenu compte de l’élargissement de l’UE prévu le 1 mai 2004. Depuis cette date, huit des neuf États de la mer baltique sont membres de l’UE, le neuvième étant la Fédération de Russie. The Brussels European Council in October 2003 endorsed the 2 Northern Dimension Action plan, which came into force on 1 January 2004 for the period 2004 - 2006. The Second Action Plan took account of the forthcoming EU enlargement of 1 May 2004. Since that date, eight of the nine States in the Baltic Sea are EU Member States, with the only remaining one being the Russian Federation. Even before then, the Northern Dimension policy was increasingly concentrating on relations and cooperation with North West Russia; a point which is sure to be accentuated in the period beyond 2006.

Whereas the European Council of 24 and 25 March 1999 invited the Commission to submit, before 1 January 2006, a report reviewing the operation of the own resources system and, in particular, the effects of enlargement on the financing of the budget; whereas the report should also review the correction of the budgetary imbalances granted to the United Kingdom as well as the granting to Austria, Germany, the Netherlands and Sweden of the reduction in the financing of the budgetary imbalances in favour of the United Kingdom; whereas the report should also address the feasibility of creating new autonomous own resources as well as arrangements for the possible introduction of a fixed uniform rate applicable to the VAT assessment bases; whereas the Commission will submit that report before 1 January 2004; whereas, on the basis of that report, the Commission will submit, before 1 January 2005, a proposal for a Council decision which will replace this Decision on 1 January 2007; whereas that decision is to include provisions concerning the replacement of the VAT resource by new, autonomous own resources; whereas those new resources should be directly connected with ordinary citizens and not increase the tax burden they bear; whereas, furthermore, provisions should be included for the gradual phasing-out of the compensatory mechanism established in favour of the United Kingdom; whereas, it should enter into force simultaneously with the beginning of the new financial perspective from 2007 with a view to improving consistency between the revenue and expenditure sides of budgetary policy;
