(14) Third countries, particularly if they cannot benefit from the added value of a supranational regulation, might have legal technical difficulties in imposing on 1 January 2003, through their national legislation, the prohibition to apply TBT on their ships. The application of the prohibition in this Regulation to apply TBT paints should therefore be suspended as regards ships sailing under a non-Community flag an interim period beginning on 1 January 2003 and ending at the date of entry into force of the AFS-Convention.

Le présent règlement a pour objet d'établir un instrument financier, ci-après dénommé "programme Marco Polo" ou "programme", visant à réduire la saturation du réseau routier, à améliorer les performances environnementales du système de transport et à renforcer le transport intermodal, contribuant ainsi à un système de transport efficace et durable, pour la période allant du 1er janvier 2003 au 31 décembre 2010, afin que, d'ici à la clôture du programme, on soit parvenu à transférer vers le transport maritime à courte distance, vers le transport ferroviaire et vers la navigation intérieure, ou vers une combinaison de modes de transport où les parcours routiers seraient aussi courts que possible, la portion du trafic routier international de marchandises correspondant à l'augmentation totale annuelle attendue de ce trafic, exprimée en tonnes-kilomètres.
This Regulation establishes a financing instrument, hereinafter referred to as the "Marco Polo Programme", or "the Programme", the objective being to reduce congestion, to improve the environmental performance of the transport system and to enhance intermodal transport, thereby contributing to an efficient and sustainable transport system, for the period from 1 January 2003 to 31 December 2010 in order to achieve, by the end of the Programme, a traffic shift of the expected yearly aggregate increase of international road freight traffic, measured in tonne-kilometres, to short sea shipping, rail and inland waterways or to a combination of modes of transport in which road journeys are as short as possible.
