The training programmes for this profession fulfil the conditions set out in Article 11 (c)(ii) of that Directive as they provide training which is equivalent to the level of training provided for under Article 11 (c)(i) of that Directive, provide a comparable professional standard and prepare the trainee for a comparable level of responsibilities and functions, as is apparent from the following legislation: Act on the implementation of the education system reform of 8 January 1999 (Official Journal of the Republic of Poland of 1999 No 12, pos. 96); Regulation of the Minister of Infrastructure of 23 January 2003 on the professional qualifications and composition of inland vessel crews (Official Journal of the Republic of Poland of 2003 No 50, pos. 427).

(6) considérant que le règlement (CE) n° 974/98 du Conseil du 3 mai 1998 concernant l'introduction de l'euro(7) prévoit qu'à partir du 1er janvier 1999, la monnaie des États membres participants sera l'euro et que l'euro remplacera la monnaie de chaque État membre participant aux taux de conversion; que le règlement (CE) n° 1103/97 du Conseil du 17 juin 1997 fixant certaines dispositions relatives à l'introduction de l'euro(8) prévoit que pendant la période transitoire (du 1er janvier 1999 au 31 décembre 2001) l'euro est divisé en unités monétaires nationales en appliquant les taux de conversion; qu'il est donc indiqué que les montants utilisés dans la présente directive soient exprimés en euros; que les montants exprimés en euros dans la présente directive sont convertis en unités monétaires nationales, aux taux de conversion, pour les États membres qui adoptent l'euro; que, pour les États membres qui n'adoptent pas l'euro, ces montants seront convertis en monnaie nationale, aux taux de conversion publiés dans le Journal officiel des Communautés européennes du 4 janvier 1999,
(6) Whereas Council Regulation (EC) No 974/98 of 3 May 1998 on the introduction of the euro(7), provides that as from 1 January 1999, the currency of participating Member States shall be the euro and that the euro shall be substituted for the currency of each participating Member State at the fixed conversion rate; whereas Council Regulation (EC) No 1103/97 of 17 June 1997 on certain provisions relating to the introduction of the euro(8) provides that during the transitional period (1 January 1999 to 31 December 2001) the euro is to be divided into national currency units according to the conversion rates; whereas it is therefore appropriate that amounts in this Directive be expressed in euro; whereas amounts in euro appearing in this Directive are to be converted into the national currency units of Member States adopting the euro according to the conversion rates; whereas amounts in euro appearing in this Directive are to converted into the national currency of Member States not adopting the euro according to the exchange rate published in the Official Journal of the European Communities of 4 January 1999,

(1) considérant que, conformément à l'article 109 J, paragraphe 4, du traité, la troisième phase de l'Union économique et monétaire commence le 1er janvier 1999; que le Conseil, réuni au niveau des chefs d'État ou de gouvernement, a confirmé le 3 mai 1998, que la Belgique, l'Allemagne, l'Espagne, la France, l'Irlande, l'Italie, le Luxembourg, les Pays-Bas, l'Autriche, le Portugal et la Finlande remplissaient les conditions nécessaires pour adopter la monnaie unique à compter du 1er janvier 1999 (2);
(1) Whereas according to Article 109j(4) of the Treaty, the third stage of Economic and Monetary Union shall start on 1 January 1999; whereas the Council, meeting in the composition of Heads of State or Government, has confirmed on 3 May 1998 that Belgium, Germany, Spain, France, Ireland, Italy, Luxembourg, the Netherlands, Austria, Portugal and Finland fulfil the necessary conditions for the adoption of a single currency on 1 January 1999 (2);

Les États membres ayant néanmoins jugé souhaitable qu'elle soit mise en application avant le début de la troisième phase de l'Union économique et monétaire (c'est-à-dire avant le 1er janvier 1999), ils avaient fait inscrire la déclaration suivante au procès-verbal du Conseil: "Le Parlement européen, le Conseil et la Commission prennent note de la volonté des États membres de s'efforcer de mettre en vigueur les dispositions législatives, réglementaires et administratives nécessaires pour se conformer à la présente directive à la date du 1er janvier 1999".
However, Member States considered it desirable that the Directive would be implemented before the beginning of Phase III of the Economic and Monetary Union (1 January 1999). For that reason, the Member States entered the following statement into the Council minutes: "The European Parliament, the Council and the Commission note the determination of the Member States to implement the laws, regulations and administrative provisions required to comply with this Directive by 1 January 1999".
