considérant que l'article 17 du règlement nº 136/66/CEE sera modifié le 1er janvier 1971 ; que, en fonction de cette modification, il y a lieu d'abroger le règlement nº 168/67/CEE du Conseil, du 27 juin 1967, fixant les conditions de délivrance des certificats d'importation et d'exportation dans le secteur de l'huile d'olive (4), modifié par le règlement (CEE) nº 1253/70 (5);
Whereas Article 17 of Regulation No 136/66/EEC will be amended on 1 January 1971 ; whereas Council Regulation No 168/67/EEC (4) of 27 June 1967 laying down conditions for the issue of import and export licences for olive oil, as amended by Regulation (EEC) No 1253/70, (5) should therefore be repealed;

considérant que, par ailleurs, l'article 6 de la décision du Conseil, du 13 mai 1965, relative à l'harmonisation de certaines dispositions ayant une incidence sur la concurrence dans le domaine des transports par chemin de fer, par route et par voie navigable, prévoit que les États membres doivent procéder à la compensation des charges qui découlent, dans le domaine des transports de voyageurs, de l'application de prix et conditions de transport imposés dans l'intérêt d'une catégorie sociale particulière ; que cette compensation devra intervenir à partir du 1er janvier 1971, cette date pouvant être reportée d'un an, sur la base d'une procédure communautaire, en cas de difficultés particulières d'un État membre;
Whereas, furthermore, Article 6 of the Council Decision of 13 May 1965 on the harmonisation of certain provisions affecting competition in transport by rail, road and inland waterway provides that Member States must make compensation in respect of financial burdens devolving upon passenger transport by reason of the application of transport rates and conditions imposed in the interests of one or more particular categories of person ; whereas such compensation is to operate from 1 January 1971 ; whereas the operative date may, by means of action at Community level, be postponed for one year should a Member State meet with special difficulties;

considérant que le droit à compensation des charges doit naître pour les entreprises de transport à compter de la décision prise par les États membres de maintenir une obligation de service public ; qu'en raison du système d'annualité budgétaire, ce droit ne peut cependant naître, dans la période initiale d'application du présent règlement, avant le 1er janvier 1971, cette date pouvant être prorogée en liaison avec d'éventuelles prorogations des délais d'examen des demandes des entreprises de transport;
Whereas the right of a transport undertaking to compensation will arise at the time of the decision by a Member State to maintain the public service obligation in question ; whereas, however, because budgets are drawn up on an annual basis such right cannot arise during the initial period of operation of this Regulation before 1 January 1971 ; whereas this date, may in the event of the time limit for the study of applications from transport undertakings being extended, likewise be altered to a later date;
