salue les efforts déployés par les autorités congolaises pour appliquer la législation interdisant le commerce et la transformation des minerais dans les régions où leur exploitation est illégale, notamment dans celles contrôlées par des groupes armés; invite les autorités congolaises à renforcer l'application de la législation et à permettre l'exercice d'un contrôle plus rigoureux sur les contrats miniers et l'utilisation abusive des revenus miniers; invite l'Union à soutenir les efforts de la République démocratique du Congo à cet égard à travers ses politiques de coopération au développement; se félicite du récent accord européen concernant les contrôles liés à l'obligation de diligence raisonnable, notamment auprès des fournisseurs de minerais qui contribuent financièrement aux conflits, comme première étape vers la responsabilisation des entreprises européennes dans ce domaine, et invite instamment l’Union européenne à traduire cet accord par une législation ambitieuse à adopter rapidement.
Welcomes the Congolese authorities’ efforts to implement the legislation which forbids trading in and processing of minerals in areas where there is illegal exploitation of minerals, such as those controlled by armed groups; calls on the Congolese authorities to reinforce the implementation of the legislation and enable more thorough scrutiny regarding mining deals and the misuse of mining revenues; calls for the EU to support the DRC’s efforts in this regard through its development cooperation policies; welcomes the recently agreed European understanding concerning mandatory due diligence checks on suppliers of conflict minerals as a first step to addressing European businesses’ responsibilities in this matter, and urges the EU to translate this understanding into ambitious legislation to be adopted swiftly.

Urges all institutions, pending its desired revision, to apply Regulation (EC) No 1049/2001, and the subsequent jurisprudence, fully and to the letter and spirit, and to take into account the changes brought about by the Lisbon Treaty and the Charter of Fundamental Rights; calls, in particular, on the Council, including its preparatory bodies, to publish minutes of the meetings of Council working groups and other documents, in the light of the Access Info Europe case, intervening Member States and their proposals; calls on Parliament to make available the agendas and feedback notes of the meetings of Committee coordinators, the Bureau and the Conference of Presidents, as well as, in principle, all documents referred to in these agendas, in accordance with the provisions of Regulation (EC) No 1049/2001, by publishing them on the Parliament’s website.

Calls on the Member States and the Commission to pay particular attention to vulnerable groups of women: disabled, elderly, immigrant, lesbian, bisexual and transgender, and minority women and women who have little or no training and are responsible for dependants, all of these being specific groups in need of measures tailored to their circumstances; calls on the Commission to broaden the scope of the European Year of Volunteering 2011 to include promotion of gender equality;

invite la Commission européenne et les Etats membres à poursuivre leurs efforts pour résoudre les inégalités socio-économiques, qui permettraient à terme de réduire une partie des inégalités en matière de soins de santé; invite également la Commission et les États membres, sur la base des valeurs universelles de la dignité humaine, de la liberté, de l'égalité et de la solidarité, à focaliser leur attention sur les besoins des groupes vulnérables, notamment les groupes défavorisés de migrants et les personnes appartenant à des minorités ethniques, les enfants et les adolescents, les personnes handicapées, en mettant l'accent sur les maladies mentales, les patients souffrant de maladies ou d'affections chroniques, les personnes âgées, les personnes vivant dans la pauvreté ainsi que les personnes frappées par l’alcoolisme et la dépendance à la drogue;
Calls on the Commission and Member States to press ahead with their efforts to tackle socio-economic inequalities, which would ultimately make it possible to reduce some of the inequalities relating to healthcare; furthermore, on the basis of the universal values of human dignity, freedom, equality and solidarity, calls on the Commission and Member States to focus on the needs of vulnerable groups, including disadvantaged migrant groups and people belonging to ethnic minorities, children and adolescents, people with disabilities, with a special focus on mental illness, patients diagnosed with chronic diseases or conditions, older people, people living in poverty, and people affected by alcoholism and drug addiction;
