57. rappelle le rôle central de la Turquie, qui constitue le corridor énergétique de l'Union pour les ressources en pétrole et en gaz du Caucase et de la Caspienne et jouit d'une proximité géographique avec l'Irak et son marché du brut en développement; insiste sur le rôle stratégique du gazoduc Nabucco en projet ainsi que du corridor gazier sud dénommé «ITGI» (interconnexion Turquie-Grèce-Italie) pour la sécurité énergétique de l'Union européenne; estime qu'au vu du rôle et du potentiel stratégiques de la Turquie, y compris pour les investissements européens et l'évolution de la coopération avec l'Union, une réflexion devrait être engagée sur l'importance de l'ouverture de négociations sur le chapitre 15 relatif à l'énergie afin d'approfondir le dialogue stratégique UE-Turquie en matière d'énergie;

Recalls Turkey's central role as the EU energy corridor for Caucasian and Caspian oil and gas resources and its strategic proximity to Iraq and its developing crude oil market; stresses the strategic role of the planned Nabucco pipeline and other gas pipelines, such as the ITGI (Interconnector Turkey-Greece-Italy) gas transit corridor for the energy security of the European Union; believes that, in view of Turkey's strategic role and potential, including for EU investment and further cooperation with the EU, initial consideration should be given to the value of opening negotiations on Chapter 15 on energy with a view to furthering the EU-Turkey strategic dialogue on energy;

9. réaffirme que la politique de sécurité énergétique de l'Union européenne se fonde sur la diversification des sources et des voies d'approvisionnement; souligne la valeur ajoutée européenne et l'importance du corridor gazier sud-européen en vue de renforcer la sécurité d'approvisionnement de l'Union européenne; estime que des projets comme le gazoduc Nabucco, qui constitue une priorité clé de l'Union, aux côtés de projets de moindre envergure tels que le gazoduc trans-adriatique, l’oléoduc paneuropéen, l'interconnecteur Turquie-Grèce-Italie ou l'interconnecteur Azerbaïdjan-Géorgie-Roumanie (AGRI), mettent en lumière à la fois l'importance vitale de l'engagement de l'Union dans la RMN et la nécessité de développer encore la coopération entre les pays riverains de la mer Noire; demande à la Commission et aux États membres, tout comme à leurs partenaires, de soutenir et d'accélérer la mise en œuvre de ces projets;

Reaffirms that EU energy security policy is based on diversification of sources and routes; stresses the European added value and the importance of the Southern Gas Corridor as a means of enhancing the EU’s security of supply; considers that projects such as the Nabucco pipeline, a key priority project for the EU, along with smaller projects, such as the Trans-Adriatic Pipeline (TAP), the Pan-European Oil Pipeline (PEOP), the Turkey-Greece-Italy Interconnector (ITGI) or the Azerbaijan-Georgia-Romania Interconnector (AGRI) emphasise both the vital importance of EU involvement in the BSR, and the further need to step up cooperation among the countries surrounding the Black Sea; asks the Commission and Member States, together with their partners, to support and speed up implementation of these projects;

Projects such as the Nabucco pipeline, a priority project for the European Union, along with the Trans-Adriatic Pipeline, the Pan-European Oil Pipeline, the Turkey-Greece-Italy Interconnector, or the Azerbaijan-Georgia-Romania Interconnector, emphasise both the importance of the EU’s commitments in the Black Sea region and the further need to step up cooperation between the countries in the region.

Dans ce contexte, il convient d’accorder une attention particulière aux actions prioritaires en matière d’infrastructures identifiées dans la communication de la Commission du 13 novembre 2008 intitulée «Deuxième analyse stratégique de la politique énergétique – plan d’action européen en matière de sécurité et de solidarité énergétiques», par exemple le corridor gazier sud-européen (Nabucco et interconnecteur Turquie/Grèce/Italie), la mise en place d’un approvisionnement en GNL diversifié et adéquat pour l’Europe, l’interconnexion effective de la région baltique, l’anneau méditerranéen de l’énergie et des interconnexions gazières adéquates en Europe centrale et du Sud-Est selon un axe nord-sud.
In this context particular attention should be given to priority infrastructure actions as identified in the Commission communication of 13 November 2008 entitled ‘Second Strategic Energy Review — An EU energy security and solidarity action plan’, e.g. the southern gas corridor (Nabucco and Interconnector Turkey Greece Italy), a diversified and adequate LNG supply for Europe, effective interconnection of the Baltic region, the Mediterranean Energy Ring and adequate north-south gas interconnections within central and south-east Europe.

prend acte des progrès effectués par la Turquie sur le chapitre de l'énergie et demande, une nouvelle fois, instamment au Conseil d'ouvrir des négociations sur ce chapitre sans plus attendre; invite le gouvernement turc à intensifier ses efforts dans le cadre des négociations relatives à l'adhésion au traité instituant la Communauté de l'énergie; salue la ratification de l'accord intergouvernemental Nabucco et la signature du protocole d'accord sur l'exploitation du gazoduc de l'interconnexion Turquie-Grèce-Italie (ITGI), ces deux projets étant importants pour la sécurité énergétique de l'Union européenne;
Takes note of the progress achieved by Turkey on the energy chapter and once again urges the Council to open negotiations on this chapter without further delay; calls on the Turkish Government to step up its efforts in negotiations on joining the Energy Community Treaty; welcomes the ratification of the Nabucco Intergovernmental Agreement and the signing of the memorandum of understanding for the operation of the Interconnector-Turkey-Greece-Italy (ITGI) natural gas pipeline, both of these projects being important for the energy security of the EU;
