Urges the EU to pro-actively contribute and support, at the upcoming UNHRC session, a resolution relating to the report on follow-up of the committee of independent experts to the international fact-finding mission on the Gaza conflict, in order to ensure accountability for the violations of international law and support a referral to the GA and to International Justice mechanisms in the event of Israel and Palestinian parties failing to comply with their obligation to carry out investigations according to international standards; further calls on the High Representative to actively monitor compliance with the findings of the ‘Follow-up to the report of the international fact-finding mission on the incident of the humanitarian flotilla’, ensuring principles of accountability and liability are upheld; underlines in this respect that human rights aspects have to be first discussed within the EU-Israel Association Council and the EU-PA Joint Committee; is particularly concerned by the fact that the conclusions of the EU-Israel Association Council of 21 February 2011 do not reflect the EU position on this matter;

Sous réserve du point 1 et de l'annexe II, les droits et obligations des entités juridiques établies dans la Communauté qui participent à des projets de recherche israéliens dans le cadre de programmes de recherche et de développement, de même que les conditions et modalités applicables à la soumission et à l'évaluation des propositions ainsi qu'à l'attribution et à la passation de conventions de subvention et/ou de contrats pour ces projets, sont soumis aux lois, règlements et directives gouvernementales d'Israël régissant la mise en œuvre des programmes de recherche et de développement et aux exigences de sécurité nationales, le cas échéant, qui sont applicables aux entités juridiques israéliennes et qui garantissent un traitement équitable, compte tenu de la nature de la coopération entre Israël et la Communauté dans ce domaine.
2. Subject to paragraph 1 and to Annex II, the rights and obligations of legal entities established in the Community participating in Israel's research projects within research and development programmes, the terms and conditions applicable for the submission and evaluation of proposals and for the granting and conclusion of grant agreements and/or contracts in such projects shall be subject to Israel' laws, regulations and government directives governing the operation of research and development programmes, as well as national security constraints where applicable, as applicable to Israeli legal entities and assuring equitable treatment, taking into account the nature of the cooperation between Israel and the Community in this field.

12. Notes that any deepening of Euro-Arab relations will depend on the energy and talent which Europe brings to bear in reconciling its historic duties and responsibilities towards the State of Israel and the Jewish people with its responsibilities to play a more active and effective role by guaranteeing greater respect for international and humanitarian law, so as to achieve a lasting settlement of the conflict, in particular by creating a democratic Palestinian state existing side by side, in peace and security, with the State of Israel;

POLITIQUE MEDITERRANEENNE Le Conseil : - a pris connaissance avec un grand intérêt de la communication de la Commission concernant le renforcement de la politique méditerranéenne de l'Union, présentée par le Président Delors et le Vice-Président Marin ; - a rappelé que le Conseil européen de Corfou a déjà confirmé l'importance qu'il attache aux liens étroits existant déjà avec ses partenaires méditerranéens et son désir de les développer encore davantage de manière que le Bassin méditerranéen puisse devenir une zone de coopération garantissant la paix, la sécurité, la stabilité et le bien-être ; - a également rappelé que le Conseil européen d'Essen compte procéder à une évaluation de la politique globale de l'Union européenne dans la région du Bassin méditerranéen et d'éventuelles initiatives en vue de renforcer cette politique à court et à moyen termes, compte tenu de la possibilité de convoquer une conférence à laquelle participeraient l'Union européenne et ses partenaires méditerranéens ; - a chargé le Comité des Représentants Permanents d'examiner dans cette perspective la communication de la Commission et de lui faire rapport lors de sa session des 28/29 novembre 1994 en vue de lui permettre de préparer le Conseil européen d'Essen ; - a demandé au Comité des Représentants permanents de faire traiter avec diligence par les instances appropriées le projet d'une conférence méditerranéenne envisagée pour 1995; - a rappelé les conclusions du Conseil européen de Corfou concernant l'adhésion de Malte et Chypre à l'Union européenne et s'est félicité de constater que la Commission présentera début 1995 des rapports sur ces deux pays ; - a confirmé l'importance de maintenir la priorité aux négociations en cours avec Israël, le Maroc et la Tunisie et a invité la Commission à lui soumettre au plus tard le 15 novembre 1994 les propositions appropriées pour atteindre cet objectif.
MEDITERRANEAN POLICY The Council: - acknowledged with great interest the Commission communication on the enhancement of the Union's Mediterranean policy presented by Mr Delors, President of the Commission, and Mr Marin, Vice-President. - recalled that the Corfu European Council had already confirmed the importance it attached to the close links that already existed with its Mediterranean partners and its desire to develop these still further so that the Mediterranean region may become a cooperation area ensuring peace, security, stability and well-being; - also recalled that the Essen European Council intended to assess the European Union's overall policy in the Mediterranean region and any initiatives to enhance that policy in the short and medium term with a view to the possible convening of a conference involving the European Union and its Mediterranean partners; - instructed the Permanent Representatives Committee to examine the Commission communication with this in mind and to report to the Council meeting on 28 and 29 November 1994 to enable it to prepare for the Essen European Council; - asked the Permanent Representatives Committee to expedite work in the appropriate fora on the Mediterranean conference scheduled for 1995; - recalled the conclusions of the Corfu European Council regarding the accession of Malta and Cyprus to the European Union and welcomed the fact that the Commission would besubmitting reports on these two countries at the beginning of 1995; - confirmed the importance of continuing to give priority to current negotiations with Israel, Morocco and Tunisia and invited the Commission to submit appropriate proposals to that end by 15 November 1994 at the latest.
