À la suite des nouvelles adhésions, le nombre des pays bénéficiant de l'aide de l'ISPA est passé de dix à deux, la Bulgarie et la Roumanie étant les seuls pays à avoir bénéficié d'une nouvelle assistance financière de l'ISPA en 2004.
As a result of accession, ISPA beneficiary countries decreased from 10 to two in number, leaving only Bulgaria and Romania to benefit from new ISPA financial assistance in 2004.

Whilst Phare and ISPA continued to be implemented through the DIS in 2005 in Bulgaria and Romania, further progress to move to EDIS on the basis of the Co-ordination Regulation was noted in these countries, with the target set for EDIS accreditation being Summer 2006.

Appreciates the results of the audit of implementation of the Phare and ISPA instruments in Bulgaria and Romania and the assistance programme for Turkey, which identified an insignificant level of error; takes note of the errors and weaknesses found in relation to the implementation of the SAPARD instrument in Bulgaria and Romania; calls on the Commission to continue working with the authorities of both countries to ensure that all requirements for public tendering and sound financial management are met and that adequate assurance of the correctness, regularity and eligibility of claims on Community assistance is provided;

Council Decision 2004/749/EC of 21 October 2004 outlining the general approach for the reallocation of resources under Regulation (EC) No 1267/1999 establishing an Instrument for Structural Policies for Pre-accession [Official Journal L 332 of 6.11.2004] This Decision sets out the reallocation of ISPA resources between Bulgaria and Romania for the period 2004 to 2006.
