Any amendment to the Appendices to this Convention proposed by a Contracting Party or the Committee of Ministers, shall be communicated to the Secretary General of the Council of Europe and forwarded by him at least two months before the meeting of the Standing Committee to the Member States of the Council of Europe, to any signatory, to any Contracting Party, to any State invited to sign this Convention in accordance with the provisions of Article 19 and to any State invited to accede to it in accordance with the provisions of Article 20.

Tout amendement aux annexes à la présente convention, proposé par une partie contractante ou par le comité des ministres est communiqué au secrétaire général du Conseil de l'Europe et transmis par ses soins deux mois au moins avant la réunion du comité permanent aux États membres du Conseil de l'Europe, à tout signataire, à toute partie contractante, à tout État invité à signer la présente convention, conformément aux dispositions de l'article 19, et à tout État invité à y adhérer, conformément aux dispositions de l'article 20.

Any amendment to the Articles of this Convention proposed by a Contracting Party or the Committee of Ministers shall be communicated to the Secretary General of the Council of Europe and forwarded by him at least two months before the meeting of the Standing Committee to the Member States of the Council of Europe, to any signatory, to any Contracting Party, to any State invited to sign this Convention in accordance with the provisions of Article 19 and to any State invited to accede to it in accordance with the provisions of Article 20.

3. Sous réserve des dispositions de l'article 60, tout amendement proposé communiqué en application des dispositions du paragraphe précédent entrera en vigueur pour toutes les Parties contractantes trois mois après l'expiration d'une période de douze mois suivant la date à laquelle la communication a été faite, si pendant cette période aucune objection à l'amendement proposé n'a été notifiée au Secrétaire général de l'Organisation des Nations unies par un État qui est Partie contractante.
3. Except as provided for under Article 60, any proposed amendment communicated in accordance with the preceding paragraph shall come into force with respect to all Contracting Parties three months after the expiry of a period of twelve months following the date of communication of the proposed amendment during which period no objection to the proposed amendment has been communicated to the Secretary-General of the United Nations by a State which is a Contracting Party.
